G. <br />Phillips, Ray Berry, Nick Caruso, Jane Hughson, Jim Gandy, Ann <br />Ashjian, Kelly Franks and others. <br />Mayor Morris introduced the submission of the 1989-1990 proposed <br />budget of the City Manager and his overview. Mr. Gilley reviewed <br />accomplishments in this fiscal year in the following areas: <br />economic development, personnel highlights, parks and <br />recreational improvements, airport activities, public works <br />activities, engineering activities, public library, social <br />service assistance and LCRA wholesale rate case. Mr. Gilley then <br />reviewed with Council the highlights of the proposed 1989-1990 <br />budget as follows: General Fund - property taxes, franchise fees <br />and sales tax; General Fund Expenditures - benefit increases, <br />merit pay, employee assistance program, deletion of attrition <br />program, new positions, Master Plan update, police cars, economic <br />development, street overlay, pothole patching and airport runway <br />overlay; Debt Service - increase of $28,663.00; Water/Wastewater <br />Utility Fund - reduction of $6,000.00 from 1989-1990 budget; <br />utility rate increase to offset use of fund balance and surface <br />water reserve fund (5 cents per 1000 gallons suggested); San <br />Marcos Electric Utility - proposed budget of $19.1 million and <br />$1.7 million increase wholesale power and growth. <br />Mayor Morris introduced the setting of the formal public hearing <br />on the budget and direction to City Secretary to publish notice <br />and budget summaries. Ms. Kissler moved to set the formal public <br />hearing for Monday, August 14, 1989 at 7:30 p.m. and for the <br />City Secretary to publish notice and budget summaries and Mr. <br />Moore seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THAT ORDINANCE ADOPTED AUGUST 29, 1988 WHICH <br /> SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING <br /> EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID <br /> CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1988 AND <br /> ENDING ON SEPTEMBER 30, 1989, AND APPROPRIATED MONEY FOR THE <br /> VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE, TO REVISE SAID <br /> ESTIMATES AND TO REAPPROPRIATE SAID FUNDS, ADOPTING SAID <br /> REVISIONS AND ESTIMATES, AND DECLARING AN EMERGENCY. <br />* Mr. Plummer was not present at this meeting. <br />
