Hopkins - Conservation /Drought Response Plan Workshop <br />With a quorum present, the workshop of the San Marcos City Council was called to order by <br />Mayor Daniel Guerrero at 5:39 p.m. Monday, January 12, 2015 in the City Council Chambers, 630 <br />East Hopkins, San Marcos, Texas 78666. <br />II. Roll Call <br />Deputy Mayor Pro Tern Scott departed early at 7:58 p.m. <br />Present: 7 - Mayor Daniel Guerrero, Council Member John Thomaides, Council Member Ryan <br />Thomason, Deputy Mayor Pro Tern Shane Scott, Mayor Pro -Tem Jude Prather, <br />Council Member Lisa Prewitt and Council Member Jane Hughson <br />5:30 PM <br />I. 30 Minute Citizen Comment Period <br />Perry Moore, San Marcos, thanked Mr. Taggart and CUAB for their hard work. He endorsed the <br />CUAB's recommendation due to the reason that we have a surplus water supply right now. He <br />stated that if we have another bout of the 1950's drought the lake that folks are saying it may dry <br />up in 18 months. If this could be true then our triggers should be based on the lake. He stated <br />that we need to get to a point that we are truthful with our citizens and ourselves and that it is <br />saving the aquifer. <br />Kathy Morris, San Marcos, San Marcos, stated that San Marcos is a water purveyor, we sell water <br />because we have to sell. She stated that this has become very big business and we must meet <br />local needs first and foremost. She asked that the Council set policy and consider the following: <br />write a comprehensive 4 -5 stage ordinance that includes conservation and drought <br />management, utilize our water allocations and GBRA triggers in stages 1 -3, Stage 4 use GBRA <br />and EAA drought triggers, Stage 5 dire restrictions in worst possible drought conditions. She <br />stated that there should be included specific guidelines on the future leasing of EAA water <br />rights, and she spoke in opposition of leasing our water rights. She asked that in the interim <br />that the Council extend the once a week night watering hours in stage 3 and 4. She commended <br />CUAB, Tom Taggart, and the Council and appreciated their service. <br />Lisa Spencer, San Marcos, stated reasons that we pay for water that we are not allowed to use. <br />She stated that the city sells water that the citizens that cannot use, and that it is not right for the <br />Council to do this. She also stated that she believes that we are the only city that bases our <br />drought restrictions off of a source that is not our many source. She believes that the citizens <br />should have access to their water and that the City should have restrictions per GBRA, not EAA. <br />She also mentioned the policing of violators. <br />Dianne Wassenich, San Marcos, tried to educate folks about the risk that we pose to the river <br />City of San Marcos Page 1 <br />
