RESOLUTION NO. 2015 -21R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS SUPPORTING THE BARTON SPRINGS / EDWARDS <br />AQUIFER CONSERVATION DISTRICT (BSEACD) APPLICATION FOR <br />A REGIONAL PLANNING GRANT FROM THE TEXAS WATER <br />DEVELOPMENT BOARD TO ASSIST BSEACD IN EVALUATING THE <br />FEASIBILITY OF DEVELOPING ADDITIONAL WATER SUPPLY <br />SOURCES FOR THE BARTON SPRINGS PORTION OF THE EDWARDS <br />AQUIFER; AND DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. Sustainable supplies of water are critical to the quality of life and sustained <br />growth in our region, including the area over which the Barton Springs /Edwards Aquifer <br />Conservation District (BSEACD) has jurisdiction. <br />2. Development of additional water supply sources to ensure a steady supply of <br />water to users of the Barton Springs portion of the Edwards Aquifer while safeguarding the <br />unique environment created by the spring flows at Barton Springs will benefit the entire region, <br />including the City of San Marcos. <br />3. Grant funding from the Texas Water Development Board (TWDB) for <br />BSEACD's proposed study of the feasibility of desalination of water from the saline portion of <br />the Edwards Aquifer and aquifer storage and recovery (ASR) of freshwater using the saline <br />Edwards Aquifer could facilitate the development of such additional water supply sources. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. For the reasons stated in the Recitals, the City Council hereby adopts such <br />Recitals and supports the application of the BSEAD for a regional planning grant from the <br />TWDB to fund a study of the feasibility of desalination of water from the saline portion of the <br />Edwards Aquifer and aquifer storage and recovery (ASR) of freshwater using the saline Edwards <br />Aquifer. <br />PART 2. The Mayor and City Manager are authorized to execute letters of support <br />or otherwise communicate the City's support on behalf of the City consistent with this <br />Resolution. <br />PART 3. This Resolution shall be in full force and effect immediately from and <br />after its passage. <br />ADOPTED on March 3, 2015. <br />
