63 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 6, 1987 PRESENT: Mayor J. E. Younger Mayor Pro-Tem Council Members Betty Jane Kissler Karl W. Brown Bill Coddington Gerald G. Farr Fred Guerra * William C. Nicola City Manager City Secretary City Attorney Assistant City Manager A. C. Gonzalez Janis K. Womack Lamar W. Hankins Larry Gilley Also Present: Dan Smith, Robert Wynn, Mark Hendricks, Kent Morrison, Brenda Smith, Berry James, Rick Hernandez, Jeff Hill, Henry Krause, Melissa Millecam, Roger Fernandez, Mr. and Mrs. Jack Lindstrom, June Hankins, Anna Farr, James Wilson, Jane Wilson, Bill Howle, Hugh Snellings, Ivar Gunnarson and others. Mayor Younger called the meeting to order at 5:30 p.m. The City Council canvassed the returns of the General Election held April 4, 1987. Mayor Younger read the tabulation of the individual precincts into the record during the canvass. Mayor Younger introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CANVASSING RETURNS AND DECLARING RE- SULTS OF THE REGULAR ELECTION HELD ON APRIL 4, 1987 FOR THE PURPOSE OF ELECTING A CITY COUNCIL MEMBER, PLACE THREE, AND A CITY COUNCIL MEMBER, PLACE FOUR, AND DECLARING AN EMERGENCY. Mr. Farr moved for adoption of the Ordinance on emergency and Mr. Brown seconded the motion. Mayor Younger moved to amend SECTION 3.A. to reflect that no candidate received a majority of the votes for Council Member, Place Three, and that Bill Coddington received 993 votes and Rick Hernandez received 993 votes, and Mr. Farr seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Younger, Guerra. NAY: None. ABSTAIN: Coddington, Kissler. Mayor Younger moved to amend SECTION 3.B. to reflect that the person duly elected as Council Member, Place Four is Betty Jane Kissler and Mr. Guerra seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Younger, Guerra. NAY: None. ABSTAIN: Coddington, Kissler. * Mr. Nicola was not present at this meeting.
