95 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 27, 1987 PRESENT: Mayor J. E. Younger Mayor Pro-Tern Council Members Betty Jane Kissler Karl W. Brown * Bill Coddington Gerald G. Farr Fred Guerra Rick Hernandez William C. Nicola City Manager City Secretary City Attorney Assistant City Police Chief Manager A. C. Janis Lamar Larry Myron Gonzalez K. Womack W. Hankins Gilley Galchutt Also Present: Mark Hendricks, Jane Wilson, James Wilson, Merry FitzPatrick, Mary Cauble, Dan Smith, Jana Green, Nina Pryatel, Anna Farr, Jack Lind- strom, Karen Brown and others. Mayor Younger called the meeting to order at 5:30 p.m. Mayor Younger introduced the canvassing of the returns of the Special Runoff Election held April 25, 1987. The Council canvassed the returns of the Central Counting Station. The Council read into the record the tabulation of each voting precinct and the totals. Mayor Younger introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CANVASSING RETURNS AND DECLARING RESULTS OF THE SPECIAL RUNOFF ELECTION HELD ON APRIL 25, 1987 FOR THE PURPOSE OF ELECTING A CITY COUNCIL MEMBER, PLACE THREE, AND DECLARING AN EMERGENCY. Mr. Brown moved for adoption of the Ordinance on emergency and Mr. Farr seconded the motion. Mr. Guerra moved to amend the Ordinance in the fifth paragraph beginning with "WHEREAS" to add the names of the Council Members present: "Karl Brown, Gerald G. Farr, J. E. Younger, Fred Guerra, Betty Jane Kissler and William C. NicolaI! and to amend SECTION 3 to re- flect the elected Council Member, Place Three to be "Rick Hernandez" and Ms. Kissler seconded the motion, which passed unanimously. The Council then voted unanimously for adoption of the Ordinance. Mayor Younger read the Certificate of Election into the record certifying Rick Hernandez was duly and legally elected and received 1,245 votes. The City Secretary administered the Oath of Office to Mr. Hernandez. Mayor Younger introduced for consideration election of a Mayor Pro-Tempore. Mr. Nicola moved to elect Gerald G. Farr as Mayor Pro-Tempore and Ms. Kissler seconded the motion. On roll call the following vote was re- corded: AYE: Brown, NAY: None. ABSTAIN: Farr. Guerra, Younger, Hernandez, Kissler, Nicola. The meeting adjourned at 5:43 p.m. on motion made by Mr. Farr and se- conded by Mr. Brown. * Mr. Coddington was not present at this meeting.
