Hankins <br />Larry Gilley <br />Rodney Cobb <br />Frank Robbins <br /> <br />Also Present: James Garber, Frank Gonzalez, Bobby Warren, Leslie Spears, <br />Mary Cauble, David Williford, Mamie Hughes, Joe Garcia, Jose Gil, William <br />Ford, Robert Wynn, Richard Medina, Sissy Lee and others. <br /> <br />Mayor Younger called the meeting to order at 6:30 p.m. <br /> <br />Mayor Younger introduced for consideration approval of a Soil Conserva- <br />tion Service Recreation Plan and a discussion of Parks' development. <br />Mr. Farr asked the City Manager iß we had the right to use the rail- <br />road right-of-way, to which Mr. Gonzalez replied we did not. Mr. <br />Nicola stated the parking area by the tennis courts needs to be relo- <br />cated, as there would be too much asphalt on the Plan presented by Mr. <br />Gil. David Williford, Chairman of the Parks and Recreation Board, stated <br />this is a Master Plan concept, and in the Watershed Plan approved by the <br />City, a need for parking is referred to. Mr. Nicola stated he does not <br />feel this is a true Master Plan, and that Parks has been a major issue <br />with the Council in the recent retreat and in the Council's budget pro- <br />cess last year. Mr. Farr stated the parking area could be located else- <br />where to also assist parking for the baseball fields. Mr. Nicola agreed <br />with Mr. Farr to relocate the parking area across Houston Street and to <br />have a drop-off area at Rio Vista. Mr. Guerra stated the Plan did not <br />make effective use of the Parks and does not utilize Bicentennial and <br />Purgatory. Mr. Williford stated he would like to see the low-water <br />crossing put in (located by Bicentennial). Mr. Farr stated the merger <br />of the railroad companies would possibly provide the City with addition- <br />al easement. Mr. Gil stated he would like to see the City plan for <br />parking at the facilities that will be used. He stated it would not <br />be wise to help the ballfields parking when they only utilize the area <br />for three months each year. City Manager Gonzalez stated kite flying <br />utilizes the grass area in Lucio Park now. Mr. Nicola asked Mr. Gil <br />about the location of the 27 parking slots in Lucio Park. Mr. Gil <br />stated wild rice grows in the Lucio portion of the river. The Corps <br />of Engineers has warned the City not to develop that area, and that <br />the entire river is archeologically sensitive. Mr. Farr stated the <br />second Master Plan presented by Mr. Gil narrows the parking space. <br />Mayor Younger requested identification of the Master Plan from Mr. <br />Gil of a multi-purpose slab and group shelter located close the the <br />water crossing. Mr. Garber indicated there are three archeological <br />areas in the Parks. Mr. Gonzalez indicated he thinks there is $184,000 <br />in bond monies to match with the SCS Grant, and Mayor Younger stated <br />he thinks it is a 50/50 match of $110,000. Mr. Gonzalez stated SCS' <br />concern is the impact on the river, such as soil erosion. Messrs. <br />Farr and Nicola want the Plan to show more picnic tables in the Bicen- <br />tennial Park. Mr. Gonzalez stated the Corps of Engineers and the City <br />
