Hopkins - Height Warrant/PSA Process Workshop <br />I. Call To Order <br />With a quorum present, the workshop of the San Marcos City Council was called to order by <br />Mayor Guerrero at 5:34 p.m. Monday, March 30, 2015 in the City Council Chambers, 630 E. <br />Hopkins, San Marcos, Texas 78666. <br />II. Roll Call <br />Present: 6 - Mayor Daniel Guerrero, Council Member John Thomaides, Deputy Mayor Pro <br />Tern Shane Scott, Mayor Pro -Tem Jude Prather, Council Member Lisa Prewitt and <br />Council Member Jane Hughson <br />Absent: 1 - Council Member Ryan Thomason <br />Hold discussion for a policy regarding height warrants; and provide direction to Staff. <br />Shannon Mattingly, Director of Planning and Development Services, provided the Council with a <br />Staff presentation regarding Height Warrants and Density Bonus Opportunities. Following <br />discussion the Council provided the following direction: <br />Define affordable housing <br />Density Bonus opportunities to include: encourage housing diversity, affordable housing, <br />elimination of blight, fee in lieu of, ability to provide 3 -D modeling to depict impact of taller <br />buildings, brownfields, child care centers, owner occupied, cultural arts, green building <br />incentives, traffic and transit improvements, and parking. <br />Points should be weighted <br />Bonus density goes with the project not with the property — specific timeline to be included. <br />Maintain the 5 stories maximum with an Opportunity for height warrants to allow for 2 additional <br />stories. <br />Cap set at 7 stories <br />Bring Code Amendment forward in next few months to limit warrant request to 7- stories. <br />Density bonus standards to be drafted and brought back separately from code adoption. <br />Staff to provide a set of criteria to go below 2 stories. <br />2. Hold discussion regarding the process for consideration of Preferred Scenario Map <br />Amendments and Rezoning Requests under the Land Development Code, and <br />provide direction to staff. <br />Shannon Mattingly, Director of Planning and Development Services, provided the Council with a <br />Staff presentation regarding the process for consideration of Preferred Scenario Map <br />Amendments and rezoning requests under the Land Development Code. Following discussion <br />the Council provided direction to Staff to do nothing and wait for the CodeSMTX adoption and <br />address the identified concerns.
