<br />Mayor Morris called the meeting to order at 7:30 p.m.
<br />
<br />Mayor Morris introduced for consideration approval of two
<br />appointments to the Historic Preservation commission for the
<br />positions of San Antonio District and Downtown District. Mr.
<br />Plummer moved to designate Francile Blue as the San Antonio Street
<br />representative, who presently serves in an at large position,
<br />appoint Nancy Scott to serve as an at large representative, and
<br />appoint Myra Westover as the Downtown District representative, which
<br />passed unanimously.

<br />Mayor Morris introduced the receiving of the Charter Review
<br />Commission's Report. John Wade, Chair of the Charter Review
<br />commission, reviewed the report with the City Council, which report
<br />is attached to these minutes.

<br />Mayor Morris introduced a discussion regarding placing the Charter
<br />Review Commission's recommendations for Charter Amendments on the
<br />May 2, 1992 Election Ballot. It was consensus of Council to place
<br />all recommendations on the ballot.

<br />Mayor Morris introduced a discussion regarding placement of bond
<br />propositions on the May 2, 1992 Election Ballot. It was consensus
<br />of Council to place street and drainage improvements ($4.6 million)
<br />and airport hangars ($200,000) on the ballot. The Council will
<br />discuss at the next meeting the possibility of adding a
<br />multi-purpose building as a bond proposition.
<br />
<br />Mayor Morris introduced a discussion regarding placement of any
<br />referendum issues on the May 2, 1992 Election Ballot. Nancy
<br />Nusbaum, Jim Harrison and John McBride from the Little League
<br />addressed the City Council. No determination was made whether or
<br />not they wished to have a referendum issue on the ballot regarding
<br />the Little League's use of City parkland.
<br />
<br />Mayor Morris introduced receiving the report of the Public
<br />Transportation Committee (Temporary), CARTS and Consultants. Jerry
<br />Romero, Chair of the Committee, advised the Council the Committee
