Phillips, Collette Boruff, Melissa <br />Millecam, Gwen Smith, Kim Bradley, James Scott, Colette Davis, Fred <br />Sanders and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration approval of the city <br />Attorney's appointment of an Assistant city Attorney. Mr. Taylor <br />recommended Colette Davis for appointment. Mr. Moore moved to <br />approve Mr. Taylor's appointment and Mr. Hernandez seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 <br />FISCAL YEAR TO PROVIDE FUNDING TO MATCH A GRANT FROM THE TEXAS <br />HISTORICAL COMMISSION; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and Mr. <br />Plummer seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE NORTHWEST WATER SYSTEM <br />IMPROVEMENTS, SPRINGLAKE PUMP STATION, RANCH ROAD 12 WATER <br />LINE, SUNSET ACRES SANITARY SEWER, CLARA STREET SEWER LINE <br />REPLACEMENT, RIVER ROAD RECONSTRUCTION, POST ROAD - SPRINGLAKE <br />WATER LINE, POST ROAD - UHLAND ROAD WATER LINE, RIO VISTA WATER <br />LINE REPLACEMENT, SUNSET ACRES WATER SYSTEM IMPROVEMENTS, <br />SPRINGLAKE WATER SYSTEM EXTENSION, RIVER ROAD WATER LINE <br />EXTENSION, IH-35 - RIVER ROAD WATER LINE, AND RIVER ROAD - <br />TREATMENT PLANT WATER LINE PROJECTS; AND DECLARING AN <br />EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Moore seconded the motion. Mr. Jenkins advised the Council the <br />River Road Project includes renovation of two lanes and no drainage <br />work. The Council requested a schedule when the projects will <br />
