Ron Patterson <br />Director of MIS Ramona Brown <br />Director of Public Works George Boeker <br />Director of Env. and Engineering Steve Jenkins <br />Director of Human Resources Carolyn Liner <br />Director of Parks and Recreation Rodney Cobb <br /> <br />Also Present: Dick Henderson, Collette Boruff, Melissa Millecam, <br />Kelly Franks, Johnny James, Collete Davis, Brenda Smith and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration an appointment to the Main <br />Street Advisory Board. Mr. Hernandez moved to appoint Gilbert <br />Vasquez as the Hispanic Chamber of Commerce representative, which <br />passed passed unanimously (Mr. Hart present to vote on this matter - <br />7:32 p.m.). <br /> <br />Mayor Morris introduced for consideration approval of the <br />Comprehensive Annual Financial Report for the fiscal eyar enidng <br />September 30, 1991. Mr. Guerra moved for approval and Mr. Moore <br />seconded the motion, which passed unanimously (Mr. Plummer present <br />to vote on this matter - 7:33 p.m.). <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ESTABLISHING A NO PARKING TOW-AWAY ZONE ON THE SOUTH <br />SIDE OF HOPKINS STREET; PROVIDING FOR SEVERABILITY; REPEALING <br />ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR <br />PUBLICATION AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Guerra seconded the motion. Mayor Morris moved to amend the <br />Ordinance in section 1 to read: ". . . with North Street east to a <br />point 125 feet east of Comanche Street," and Mr. Hernandez seconded <br />the motion. Brenda Smith requested the Council consider <br />establishing the no parking tow-away zone just beyond their business <br />property to allow parking in front of their business. Mr. Jenkins <br />advised the Council the request from the Texas Department of <br />Transportation is for safety at the intersection in which they will <br />install traffic signalization. The Council voted unanimously for <br />approval of the amendment. The Council then voted unanimously for <br />adoption of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL FO TEH CITY OF SAN MARCOS, <br />TEXAS, ABANDONING AND VACATING A 15 FOOT BY 315 FOOT ALLEY, AND <br />BEING THAT ALLEY WHICH AUBTS LOTS 236-241 AND 262-267, BLOCK 40 <br />FO THE WESTOVER ADDITION TO THE CIYT OF SAN MARCOS, HASY <br />COUNTY, TEXAS; AUTHORIZING THE CITY MANAGER TO EXECUTE A <br />SPECIAL WARRANTY DEED; RELFECTING RECEIPT OF THE FAIR MARKET <br />VALUE AND DECLARING AN EFFECTIVE DATE. <br /> <br />* Mr. Hart present at 7:32 p.m.; Mr. Plummer present at 7:33p.m. <br />
