78 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JUNE 22, 1992 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Betty Jane Kissler Council Members Billy G. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration a public hearing on an annexation, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 51.62 ACRES, MORE OR LESS, FRONTING ON THE SOUTHEAST RIGHT-OF-WAY LINE OF INTERSTATE HIGHWAY 35 AT ITS INTERSECTION WITH CENTER POINT ROAD IN HAYS COUNTY, TEXAS (LOWMAN TRACT AND CENTER POINT ROAD RIGHT-OF-WAY), THIS LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF THE CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; APPROVING A SERVICE PLAN FOR THIS TRACT; EXTENDING THE BOUNDARY LIMITS OF THE CITY SO AS TO INCLUDE THIS TRACT; GRANTING TO THE INHABITANTS OF THIS TRACT ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF THE CITY; BINDING THE INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF THE CITY; AND DECLARING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked if anyone wished to speak for or against the annexation. No one wished to speak, so Mayor Morris closed the public hearing. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 FISCAL YEAR TO PROVIDE FUNDING FOR AN EQUIPMENT PURCHASE FOR THE PUBLIC WORKS DEPARTMENT; AND DECLARING AN EMERGENCY. Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of the location for the community built playscape within Rio vista Annex Park. The Council was provided with a map in their packets showing the proposed location for the playscape. Ms. Kissler moved to approve the location of the playscape as provided in the packet and Mr. Hart seconded the motion, which passed unanimously. * Mr. Plummer present at 9:07 p.m. Mr. Gilley not present at this meeting.
