Mr. <br />Hart moved to appoint Robbie Robbins and Mayor Morris moved to <br />reappoint Vance Winn nd reappoint Suzanne Rubio, which passed <br />unanimously. The fourth appointment will be rescheduled July 27. <br />Mayor Morris introduced the receiving of a report from Central Texas <br />Higher Education Authority regarding the operation of the Authority. <br />Bob Martenis advised the Council CTHEA currently operates under two <br />contracts, administrative and loan contracts. CTHEA wants to handle <br />loan services through the Staff, and on June 30 the Board retained a <br />Director. CTHEA will report further on the progress of this matter <br />in August. Mr. Martenis stated this is the most financially <br />responsible method of operation. <br />Mayor Morris introduced the receiving of the City Manager's proposed <br />1992-1993 Budget and setting of the formal public hearing date and <br />direction to the City Secretary to publish notice and summaries. <br />Mr. Gilley thanked the City Council for the clear direction <br />contained in the policy statement and reviewed highlights of the <br />budget. The proposed budget for 92-93 is $41,986,854.00, a 3.9% <br />increase over the 91-92 budget. Mr. Gilley reviewed budget <br />projections and 3-year revenue comparisons of all funds. Mr. Gilley <br />stated the proposed budget contained many capital outlay <br />expenditures. Ten new positions are requested in the proposed <br />budget (4 Water/Wastewater related to the industrial waste disposal <br />program and 6 General Fund - personnel intern, safety specialist, <br />training specialist, 2 police officers, library clerk [1/2]). The <br />Council set the formal public hearing on the budget for July 27, <br />1992 at 7:30 p.m. and directed the City Secretary publish the budget <br />summarl.es. <br />Mayor Morris introduced a public hearing and approval of an <br />Ordinance on first reading, the caption which was read as follows: <br />* Mr. Guerra present at 10:15 p.m. <br />
