Mr. <br />Hart moved to appoint C. D. Parman and Mayor Morris moved to appoint <br />Richard Cruz. On roll call the following vote was recorded: <br /> <br />Moore: Cruz. <br />Hernandez: Cruz. <br />Hart: Cruz. <br />Morris: Cruz. <br />Guerra: Cruz. <br />Plummer: Cruz. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF <br />THE CITY, FROM COMMERCIAL, INDUSTRIAL AND HIGH DENSITY <br />RESIDENTIAL TO COMMERCIAL FOR 55.00 ACRES OF LAND OUT OF THE <br />EDWARD BURLESON SURVEY NO. 18, A-63, BEING A PORTION OF THAT <br />995 ACRE TRACT OF LAND CONVEYED TO LOWMAN RANCH, LTD. BY GRACE <br />B. LOWMAN BY DEED DATED JUNE 3, 1967 AND RECORDED IN VOLUME <br />218, PAGE 594 OF THE HAYS COUNTY DEED RECORDS, LOCATED ON THE <br />EAST SIDE OF THE 4000 BLOCK, OF IH-35 SOUTH AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Moore moved for adoption of the Resolution and Mr. Hart seconded <br />the motion. Mayor Morris opened the public hearing and asked if <br />anyone wished to speak. Kelly Kilber stated he was representing <br />Lowman, and wanted the city Council to follow the recommendations of <br />Staff regarding the land use. Jim Nias stated he was an attorney <br />representing San Marcos Factory Stores. Paul Reed stated he is the <br />Director of Prime Group and they had concerns regarding the land use <br />amendment. He stated they had concerns regarding traffic impacts, <br />water and wastewater capacity, and the city needs to be sure these <br />concerns can be addressed and how this land use will impact the <br />Master Plan prior to the amendment. Jack Lindstrom stated he is <br />interested in economic development and tourism to our city. He <br />stated Prime Group has done a great job for San Marcos, and he does <br /> <br />* Ms. Kissler and Mr. Gilley not present at this meeting. <br />
