30 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 28, 1992 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Council Members Betty Jane Kissler Billy G. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an appointment to the Human Services Advisory Board. Ms. Kissler moved to appoint Mary Cauble, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 FISCAL YEAR TO PROVIDE FUNDING FOR THE UNIVERSITY DRIVEjLBJ STREET AND THE ED J. L. GREEN STREET WASTEWATER LINE REHABILITATION PROJECTS; AND DECLARING AN EMERGENCY. Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 FISCAL YEAR TO PROVIDE FUNDING FOR REPAIR OF MOTOR BLOWERS AT THE WASTEWATER TREATMENT PLANT AND DECLARING AN EMERGENCY. Mr. Plummer moved for adoption of the Ordinance on emergency and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of minutes of the Regular Meeting held September 14, 1992, approval of an Ordinance on second reading, adoption of an Ordinance on third and final reading, and adoption of twelve Resolutions on consensus. The Council removed Items S.C., 5.D. (3), 5.D.(10) and 5.0.(11) to be considered separately. Ms. Kissler moved for approval of the minutes of the Regular Meeting held September 14, 1992, approval of the Ordinance on second reading, and adoption of the remaining nine Resolutions on consensus and Mr. Moore seconded the motion, which passed unanimously.
