Call To Order <br /> With a quorum present, the special meeting of the San Marcos City Council <br /> was called to order by Mayor Pro Tern Thomaides at 5:32 p.m. Monday, April <br /> 11, 2016 in the City Council Chambers, 630 E. Hopkins, San Marcos, Texas <br /> 78666. <br /> II. Roll Call <br /> Mayor Guerrero was absent due to being out of the country on a medical <br /> mission trip. <br /> Present: 6- Mayor Pro-Tern John Thomaides, Council Member Jude Prather, Deputy Mayor <br /> Pro Tern Lisa Prewitt, Council Member Jane Hughson, Council Member Melissa <br /> Derrick and Council Member Scott Gregson <br /> Absent: 1 - Mayor Daniel Guerrero <br /> 1. Consider approval of Resolution 2016-51R approving an Interlocal Cooperation <br /> Agreement between the City and the Capital Area Council of Governments for <br /> FY2016 Solid Waste Equipment and Services; authorizing the City Manager or his <br /> designee to execute the agreement; and declaring effective date. <br /> A motion was made by Council Member Gregson, seconded by Council <br /> Member Hughson,that Resolution 2016-51R be approved. The motion carried <br /> by the following vote: <br /> For: 6- Mayor Pro-Tem Thomaides, Council Member Prather, Deputy Mayor Pro Tern <br /> Prewitt, Council Member Hughson, Council Member Derrick and Council Member <br /> Gregson <br /> Against: 0 <br /> Absent: 1 - Mayor Guerrero <br /> 2. Receive a Staff presentation and hold a discussion regarding the FY 2016-17 Budget <br /> Policy for the City of San Marcos, and provide direction of Staff. <br /> Heather Hurlbert,Director of Finance, provided the Council with the <br /> remainder of the budget policy presentation that was begun on March 2, 2016. <br /> Staff will move forward with the transition of making the Convention and <br /> City of San Marcos Page 1 <br />
