Moore <br />Mayor Pro-Tern Rick Hernandez <br />Council Members Ed Mihalkanin <br /> Jane Hughson <br /> Ronald K. Hart <br /> Fred Guerra <br /> Joe B. Cox, Jr. <br />City Manager Larry D. Gilley <br />Assistant City Manager Laura Huffman <br />City Secretary Janis K. Womack <br />City Attorney Mark B. Taylor <br />Fire Chief Dan O'Leary <br />Police Chief Larry Kendrick <br />Director of Planning and Developmental Services Ron Patterson <br />Director of Parks and Recreation Rodney Cobb <br />Director of Engineering Stephen Jenkins <br />Director of Public Works George Boeker <br />Director of Human Resources Carolyn Liner <br />Director of Finance Bill White <br />Director of SMEU Bob Higgs <br />Others Present: Collette Duran, Melissa Millecam, Mario Gutierrez, Ken Claybourn, Virginia <br />Witte, San Marcos High School Students, Phil Neighbors, Scott Maier, John Holtermann and <br />others. <br />Mayor Moore called the meeting to order at 7:30 p.m. <br />Mayor Moore introduced the ten-minute citizen comment period. Felix Reyna stated he is having <br />trouble building a home in San Marcos. He felt his property is not being valued properly. He felt <br />his home is over-evaluated and he is not being treated fairly. Mr. Hernandez stated he would like <br />the City Manager to look into the matter and find out what can be done. Mr. Guerra stated he <br />would like Mr. Gilley to provide the Council with the process Mr. Reyna went through. Mr. <br />Reyna stated he lives in Killeen and would like to live in San Marcos, but would like to be treated <br />fairly. <br />Mayor Moore introduced for consideration approval of an appointment to the Human Services <br />Advisory Board. Mayor Moore nominated Nina Pryatel to complete a vacancy, which passed <br />unanimously. <br />Mayor Moore introduced for consideration appointments to the 1997 Blue Ribbon Bond <br />Committee. Mr. Hernandez nominated Joe Gonzales, Mr. Guerra nominated Robert Mooney and <br />Stan Harlan and Mr. Hart nominated Barbara Williamson and Sheldon Cramer, which passed <br />unanimously. Mayor Moore asked the remainder of the appointments be made at the next <br />Council Meeting. Mr. Gilley stated the committee would like to begin meeting in April. <br />Mayor Moore introduced a public hearing and adoption of an Ordinance, the caption which was <br />read as follows: <br />ANI ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, INCREASING THE RESIDENTIAL SOLID WASTE COLLECTION RATE; <br />INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EMERGENCY <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. No one did so <br />Mayor Moore closed the public hearing. Mr. Cox moved for adoption of the Ordinance and Ms.
