Ron Patterson <br />Director of Public Works George Boeker <br />Director of MIS Ramona Brown <br />~ <br />Also Present: Harvey Jarvis, Scott Maier, Kim Doherty, Collette <br />Duran, Mario Gutierrez, Melissa Millecam, John Holtermann, Nina <br />pryatel, George VonderLippe, Johnny Finch, Phil Neighbors, Kelly <br />Franks, Linda Spacek, and others. <br /> <br />Mayor Moore called the meeting to order at 7:30 p.m. <br /> <br />Mayor Moore introduced the Citizen comment period. No one signed up <br />I to speak. <br />i <br />Mayor Moore introduced for consideration approval of three <br />appointments to the Housing Authority Board. Mayor Moore moved to <br />appoint Richard Garza and Mr. Hernandez moved to appoint Hector <br />Zarate, Jr. and Rosina Valle, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration approval of one appointment <br />to the zoning Board of Adjustments and Appeals. Mr. Cox moved to <br />appoint Richard Rodriguez, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration approval of one appointment <br />to the Parks and Recreation Advisory Board. Mr. Cox moved to <br />appoint Marvin Nite, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration approval of one appointment <br />to complete a vacancy on the Airport Commission. The appointment <br />must reside inside the City limits. No one was nominated and this <br />will be rescheduled for the next meeting. <br /> <br />Mayor Moore introduced the public hearing on the proposed 1996-1997 <br />Budget. Mr. Gilley stated the Council developed a Policy Statement <br />in the Spring that was used to develop the Budget, and the Budget <br />presented tonight incorporates the adjustments from the Workshops. <br />, Mr. Gilley stated he submits it to the Council for the public's <br />I comments. (1) -Marla Johnson, Executive Director of Hays-Caldwell <br />I Women's Center, requested assistance from the City to set up a <br />I Children's Advocacy Center. This was not included in their request <br />in April, and only recently have they been advised of the <br />opportunity to apply for $50,000.00 start-up money for child <br />protective services and must raise match funds in the amount of <br />$25,000.00 to qualify. The Council asked if this would be a <br />recurring expense, and Ms. Johnson advised in future years they <br />could possibly access Victims of Crime Act funds. Ms. Hughson asked <br />what they projected as annual costs and was advised $75,000.00. (2) <br />George VonderLippe, representing the Greater San Marcos Area Council <br />of Neighborhoods Association, acknowledged with appreciation the <br />Council's policy statement regarding neighborhoods. The Association <br />was pleased with the establishment of the Neighborhood Coordinator <br /> <br />* Ms. Huffman not present at this meeting. <br />
