35 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUGUST 12, 1996 PRESENT: Mayor Billy G. Mayor Moore called the meeting to order at 7:30 p.m. Mayor Moore introduced the Citizen comment period. No one signed up I to speak. i Mayor Moore introduced for consideration approval of three appointments to the Housing Authority Board. Mayor Moore moved to appoint Richard Garza and Mr. Hernandez moved to appoint Hector Zarate, Jr. and Rosina Valle, which passed unanimously. Mayor Moore introduced for consideration approval of one appointment to the zoning Board of Adjustments and Appeals. Mr. Cox moved to appoint Richard Rodriguez, which passed unanimously. Mayor Moore introduced for consideration approval of one appointment to the Parks and Recreation Advisory Board. Mr. Cox moved to appoint Marvin Nite, which passed unanimously. Mayor Moore introduced for consideration approval of one appointment to complete a vacancy on the Airport Commission. The appointment must reside inside the City limits. No one was nominated and this will be rescheduled for the next meeting. Mayor Moore introduced the public hearing on the proposed 1996-1997 Budget. Mr. Gilley stated the Council developed a Policy Statement in the Spring that was used to develop the Budget, and the Budget presented tonight incorporates the adjustments from the Workshops. , Mr. Gilley stated he submits it to the Council for the public's I comments. (1) -Marla Johnson, Executive Director of Hays-Caldwell I Women's Center, requested assistance from the City to set up a I Children's Advocacy Center. This was not included in their request in April, and only recently have they been advised of the opportunity to apply for $50,000.00 start-up money for child protective services and must raise match funds in the amount of $25,000.00 to qualify. The Council asked if this would be a recurring expense, and Ms. Johnson advised in future years they could possibly access Victims of Crime Act funds. Ms. Hughson asked what they projected as annual costs and was advised $75,000.00. (2) George VonderLippe, representing the Greater San Marcos Area Council of Neighborhoods Association, acknowledged with appreciation the Council's policy statement regarding neighborhoods. The Association was pleased with the establishment of the Neighborhood Coordinator * Ms. Huffman not present at this meeting.
