Wade, Chuck Davis, Paul Reed, <br /> Jerry Rademacker and others. <br /> Mayor Moore called the meeting to order at 5:30 p.m. <br /> Mayor Moore introduced for consideration approval of an Ordinance on second reading, the <br /> caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF Sfu~ MARCOS, <br /> TEXAS, ESTABLISHING THE CITY OF SAN MARCOS DRAINAGE UTILITY BY <br /> AMENDING CHAPTER 86-UTILITIES OF THE SAN MARCOS CITY CODE TO <br /> ADD ARTICLE 8 - DRAINAGE UTILITY; DEDICATING CITY OWNED ASSETS <br /> TO THE UTILITY; ESTABLISHING A SERVICE AREA FOR THE UTILITY; <br /> AUTHORIZING THE PLANNING AND ENGINEERING DEPARTMENTS TO <br /> PROMULGATE RULES AND REGULATIONS FOR THE EFFICIENT <br /> ADMINISTRATION OF THE DRAINAGE UTILITY; ESTABLISHING THE <br /> DRAINAGE ADVISORY BOARD BY AMENDING CHAPTER 2, ARTICLE 3, <br /> DIVISION 7; AND PROVIDING AN EFFECTIVE DATE. <br /> Mr. Cox moved for approval of the Ordinance on second reading and Mr. Doiron seconded the <br /> motion. Mr. Gilley explained the four Options the Council could consider at this time and gave <br /> information regarding each one of the Options. Mr. Cox asked if staff would need to be added <br /> for Option 4 and Mr. Gilley stated no additional staff would be necessary. Mayor Moore stated <br /> the need to determine who would be exempt. Mr. Jenkins responded that the Council could <br /> determine exemptions either by the City Limits or have a distance to determine who would be <br /> outside and inside the perimeters to whether they would be exempt. Mr. Mihalkanin moved to <br /> amend phase in over three years and have a three tiered rate structure and Mr. Taylor stated a <br /> seperate Ordinance would be brought to the City Council and the Council could chose Option 3 <br /> & 4 at this time and extend to one year rather than make an amendment to this Ordinance. Mr. <br /> Doiron seconded the motion. The Council agreed to withdraw the amendment and give direction <br /> to Staff on this matter. Mr. Mihalkanin moved to amend by allowing owners of property to apply <br /> for credit up to 50% for residential and 25% for non-residential and Ms. Hughson seconded the <br /> motion. Mr. Doiron stated the rates of percent were too low and moved to amend Mr. <br /> Mihalkanin' s <br /> * Ms. Womack not present at this meeting. <br /> *Mr. Hernandez present at 5:40 p.m. <br />
