47 <br />MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, MAY 18, 1998 <br />PRESENT: Mayor Billy G. Moore <br />Mayor Pro-Tem Ronald K. Hart <br />Council Members Ed Mihalkanin <br />Jane Hughson <br />Fred Guerra <br />Joe B. Cox, Jr. <br />Rick Hernandez <br />City Manager Larry D. Gilley <br />Assistant City Manager Laura Huffman <br />City Secretary Janis K. Womack <br />City Attorney Mark B. Taylor <br />Police Chief Stephen Griffith <br />Fire Chief Dan O'Leary <br />Director of Planning & Developmental Services Ron Patterson <br />Director of Public Works George Boeker <br />Director of Finance Bill White <br />Director of Airport Jack Doughty <br />Others Present: Kim Doherty, Collette Duran, Melissa Millecam, Mario Gutierrez, Rodney <br />VanOudekerke, Mark Minnick, John and Marsha Cooper, Susan Narvaiz, Steven Hernandez, <br />John Ferguson, Peter Brown, Chris North, Melody Weise and others. <br />Mayor Moore called the meeting to order at 7:30 p.m. <br />Mayor Moore introduced the ten-minute citizen comment period. Catherine Glesener stated the <br />City agreed to do a traffic study on Columbia Street regarding stop signs. She urged the Council <br />to direct stop signs be erected on that street. Chris North, representative from Westover, stated <br />she would like to see Schulle Canyon remain as green space. She stated now is the time to apply <br />for grants to preserve this area and the neighborhoods were willing to acquire funds to purchase <br />this property if the City would stop the development project. Melody Weise stated there was an <br />article in the newspaper referring to the Schulle Canyon Area as "upscale" and she would like to <br />stress this greenbelt area is for the community and generations to come and encouraged all <br />citizens to participate in preserving the green space. Craig McFall stated more people would be <br />attracted to San Marcos by preserving Schulle Canyon, the greenbelt and the wildlife. He also <br />stated his support for the Police Department radio system. <br />Mayor Moore introduced for consideration reconsideration of three Zoning Ordinances. No one <br />wished to reconsider the Zoning Ordinances, the captions which read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 2.3 ACRE TRACT OF PROPERTY LOCATED IN THE 1300 AND 1400 BLOCKS <br />OF UHLAND ROAD FROM "C" COMMERCIAL DISTRICT TO "MF-4" MULTI- <br />FAMILY DISTRICT (HIGH DENSITY); INCLUDING PROCEDURAL PROVISIONS; <br />AND PROVIDING FOR PENALTIES. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 1.0 ACRE TRACT OF PROPERTY LOCATED IN THE 1200 BLOCK OF UHLAND <br />ROAD FROM "PD" PRE-DEVELOPMENT DISTRICT TO "MF-4" MULTI-FAMILY <br />DISTRICT (HIGH DENSITY); INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
