MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 12, 2000 PRESENT: Mayor David Chiu Mayor Pro-Tern Earl Moseley, Jr. Deputy Mayor Pro-Tern Louis Doiron, Jr. Council Members Jane Hughson Joe B. Cox, Jr. Paul Mayhew Martha Castex Tatum City Manager Larry Gilley Deputy City Manager Laura Huffman City Clerk Janis K. Womack City Attorney Mark Taylor Director of Finance Bill White Police Chief Steve Griffith Also Present: Rodney Gonzales, Joe Ptak, Dan Praver, Richard Garza, Alice Hinojosa, Mark Minnick, Sherri Russell, Collette Duran, Richard Cruz, Merlin Evans, Robert Mooney and others. Mayor Chiu called the meeting to order at 5:30 p.m. Mayor Chi introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SETTING THE TAX RATE FOR THE 2000 TAX YEAR; LEVYING TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2000, AND ENDING SEPTEMBER 30, 2001; PROVIDING A SINKING FUND FOR THE RETIREMENT OF THE BONDED DEBT OF THE CITY; AND DECLARING AN EMERGENCY. Mr. Cox moved for adoption of the Ordinance on emergency and Mr. Moseley seconded the motion, which passed unanimously. Mayor Chiu introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2000 AND ENDING ON SEPTEMBER 30, 2001; AUTHORIZING CERTAIN ADJUSTMENTS TO THE BUDGET WITH THE APPROVAL OF THE CITY MANAGER; APPROVING FISCAL YEAR 2000-2001 CAPITAL IMPROVEMENTS PROGRAM PROJECTS; INCLUDING PROCEDURAL PROVISIONS AND DECLARING AN EMERGENCY. Mr. Moseley moved for adoption of the Ordinance on emergency and Ms. Hughson seconded the motion. Mr. Moseley moved to amend the Budget to provide the following increased funding for the Hispanic Chamber of Commerce: $17,517.88 from Hotel Occupancy Tax Funds for tourism and $18,617.88 from the Electric Utility Fund for economic development and Mayor Chiu seconded the motion, which passed unanimously. The Council then voted unanimously for adoption of the Ordinance on emergency.
