Womack <br />City Attorney Mark Taylor <br />Director of Finance Bill White <br />Police Chief Steve Griffith <br /> <br />Also Present: Rodney Gonzales, Joe Ptak, Dan Praver, Richard Garza, Alice <br />Hinojosa, Mark Minnick, Sherri Russell, Collette Duran, Richard Cruz, <br />Merlin Evans, Robert Mooney and others. <br /> <br />Mayor Chiu called the meeting to order at 5:30 p.m. <br /> <br />Mayor Chi introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />SETTING THE TAX RATE FOR THE 2000 TAX YEAR; LEVYING TAXES FOR THE USE <br />AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY FOR THE FISCAL <br />YEAR BEGINNING OCTOBER 1, 2000, AND ENDING SEPTEMBER 30, 2001; <br />PROVIDING A SINKING FUND FOR THE RETIREMENT OF THE BONDED DEBT OF THE <br />CITY; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Cox moved for adoption of the Ordinance on emergency and Mr. Moseley <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Chiu introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2000 <br />AND ENDING ON SEPTEMBER 30, 2001; AUTHORIZING CERTAIN ADJUSTMENTS TO <br />THE BUDGET WITH THE APPROVAL OF THE CITY MANAGER; APPROVING FISCAL <br />YEAR 2000-2001 CAPITAL IMPROVEMENTS PROGRAM PROJECTS; INCLUDING <br />PROCEDURAL PROVISIONS AND DECLARING AN EMERGENCY. <br /> <br />Mr. Moseley moved for adoption of the Ordinance on emergency and Ms. <br />Hughson seconded the motion. Mr. Moseley moved to amend the Budget to <br />provide the following increased funding for the Hispanic Chamber of <br />Commerce: $17,517.88 from Hotel Occupancy Tax Funds for tourism and <br />$18,617.88 from the Electric Utility Fund for economic development and <br />Mayor Chiu seconded the motion, which passed unanimously. The Council <br />then voted unanimously for adoption of the Ordinance on emergency. <br /> <br />Mayor Chiu introduced for consideration adoption of an Ordinance on third <br />and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY BUDGET ORDINANCE FOR THE 1999-2000 FISCAL YEAR TO <br />
