<br />Mayor Chiu called the meeting to order at 5:30 p.m.

<br />Mayor Chiu lead the

<br />Mayor Chiu introduced the Council canvassing the returns of the Runoff
<br />Special Election held on June 1, 2002. The Council reviewed the returns.
<br />
<br />Mayor Chiu introduced for consideration adoption of an Ordinance on
<br />emergency, the caption which was read as follows:
<br />
<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS,
<br />CANVASSING RETURNS AND DECLARING RESULTS OF THE RUNOFF SPECIAL
<br />ELECTION HELD ON JUNE I, 2002 FOR THE PURPOSE OF ELECTING A MAYOR, A
<br />CITY COUNCIL MEMBER, PLACE 3, AND A CITY COUNCIL MEMBER, PLACE 4; AND
<br />DECLARING AN EMERGENCY.

<br />Ms. Hughson moved for adoption of the Ordinance on emergency including an
<br />amendment to Section 3 to complete the blanks with the names of Robert
<br />Habingreither as the elected Mayor, Susan Clifford Narvaiz as the elected
<br />City Council Member, Place 3 and Bill Taylor as the elected City Council
