Womack <br />Barbara Edwards <br />Joe Garza <br />Earl Williams <br />George Boeker <br /> <br />Also Present: Jerri Martin, Julie (KCNY), Jeff Watkins, Bill and <br />Nina Pryatel, Dr. Ken Long, Curtis Adrian, Jim Fawcett, Fred Guerra, <br />Gwen Smith, Berry James, Jane Wilson, Brenda Smith, Gene Majors, Hol- <br />lis Smith, Mr. Hatcher (Hatcher & Co.), Billy Moore and others. <br /> <br />Mayor Craddock called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, authorizing the issuance of a maximum amount of $380,000 <br />Certificates of Obligation of the City of San Marcos, the caption which <br />was read as follows: <br /> <br />ORDINANCE AUTHORIZING THE ISSUANCE OF CERTIFI- <br />CATES OF OBLIGATION. <br /> <br />Mrs. Norris moved the adoption of the Ordinance and Mrs. Mendez se- <br />conded the motion. Mr. Curtis Adrian of First Southwest Investment <br />Company addressed the Council stating Certificates of Obligation in <br />the maximum amount of $380,000 had been sold to Hays County National <br />Bank at the interest rate of 11.399 percent, with the assistance of <br />Director of Finance, Earl Williams. The Council unanimously adopted <br />the Ordinance. <br /> <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 29-152(c) OF THE <br />CODE OF ORDINANCES OF SAID CITY TO ADD ONE LOCATION <br />WITHIN SAID CITY WHICH SHALL BE DESIGNATED AS A TOW- <br />AWAY ZONE AND DECLARING AN EMERGENCY. <br /> <br />Mrs. Mendez moved the adoption of the Ordinance and Mr. Brown second- <br />ed the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ADOPTING A CHAPTER TO BE ADDED TO THE <br />CODE OF ORDINANCES OF SAID CITY, SAID CHAPTER TO BE <br />ENTITLED "INTERIM DRAINAGE AND EROSION CONTROL ORDIN- <br />ANCE'' AND TO BE NUMBERED APPENDIX F, SETTING REQUIRE- <br />MENTS FOR DEVELOPMENT IN SAID CITY; ESTABLISHING THE <br />BURDEN OF PROOF; DEFINING TERMS; REQUIRING REPORTS AND <br />PLANS FOR EROSION AND SEDIMENTATION CONTROL IN SAID <br /> <br /> <br />
