C. <br />Carson, Bill Coddington, Kelly Franks, Melissa Millecam, Frances <br />Emery, Bob Barton, Harry Bishop, Lee Hudman and others. <br />Mayor Morris called the meeting to order at 7:30 p.m. <br />Mayor Morris introduced for consideration aprpoval of three <br />appointments to the EMS Committee. Mr. Moore moved to appoint Joel <br />Barnard, Mr. Hernandez moved to appoint Dr. Randy Rogers, and Ms. <br />Kissler moved to appoint Robert Mooney, which passed unanimously. <br />Mayor Morris introduced for consideration approval of one <br />appointment to the Main Street Advisory Board. There were no <br />nominations, and this will be rescheduled for the May 13 Meeting. <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Human Services Advisory Board. Mr. Hart moved to appoint <br />Johnnie Armstead, which passed unanimously. <br />Mayor Morris introduced a public hearing to receive input to assist <br />the City Council in formulating a Policy Statement to be used by the <br />City Manager as direction during the preparation of the proposed <br />1991-1992 fiscal year budget. Mayor Morris opened the public <br />hearing and asked if anyone wished to speak. R. G. Phillips <br />requested the City keep expenditures to a minimum and wants the <br />FY91-92 budget reduced. Bill Coddington requested Mayor Morris read <br />the City Council's draft policy statement, which Mayor Morris read <br />into the record. Mr. Coddington stated there was no provision in <br />the statement for protection of the hard-pressed taxpayers, and <br />requested the Council be as efficient as possible. R. G. Phillips <br />requested the Council not issue bonds for the library and police <br />station. No one else wished to speak, so Mayor Morris closed the <br />public hearing. <br />Mayor Morris introduced a discussion regarding the content of an <br />Ordinance restricting smoking at various locations in the City and <br />direction to Staff. Dr. Kermit Welch, President of the American <br />Cancer Society, stated over 90 cities in Texas now have no-smoking <br />ordinances, and having one would protect our health and environment. <br />Dr. Welch has reviewed a comprehensive ordinance from San Francisco <br />
