Phillips, Kelly Franks, John <br />DeMoor, Erasmo Pompa, De Ann Smith, Bill Vance, Jerry Romero, <br />Special Olympians and others. <br /> Mayor Morris called the meeting to order at 7:35 p.m. <br /> Mayor Morris introduced for consideration approval of <br />appointments to the Public Transportation Committee. Mayor Morris <br />suggested that the Council agree to add a physically handicapped <br />person to that committee in addition to the appointment that needs <br />to be made. By consensus the Council agreed to do so. Mr. Guerra <br />suggested that the Council replace the ASG President at SWT, Mr. <br />Demaree with Ms. Jennifer Barnes who is the new ASG President at <br />SWT. Mr. Moore stated that Mr. Tom Hutson, of SWT had volunteered <br />to serve as liaison of that committee. Mayor Morris advised that <br />the Committee be told of Mr. Hutson's request. Mayor Morris <br />nominated Mr. Tommy Colgin for appointment to the Committee, which <br />passed unanimously. <br /> Mayor Morris introduced for consideration approval of City <br />Council Budget Policy Statement for Fiscal Year 1991-1992. Mr. <br />Moore moved for adoption of the policy statement. Ms. Kissler <br />seconded the motion. Mayor Morris moved to amend Item 3 of the <br />Policy Statement to read, "Deliver the highest possible quality of <br />wastewater treatment, and promote the reuse of treated wastewater, <br />and expand delivery of City wastewater service...."; on Item 9 that <br />the following be added at the end of the word "system",: "and <br />begin implementation of that system." and on Item 20 that it read <br />as follows: ":Investigate and implement alternate methods for <br />controlling energy costS." Ms. Kissler seconded the motion. On <br />roll call, the following vote was recorded: <br /> AYE: Hart, Morris, Guerra, Kissler, Plummer, Moore, Hernandez <br />
