Morris <br /> <br />Mayor Pro-Tem Ronald K. Hart <br />Council Members Billy G. Moore <br />Rick Hernandez <br />Fred Guerra <br />Betty Jane Kissler <br />Bill Plummer <br /> <br />city Manager Larry Gilley <br />City Secretary Janis K. Womack <br />City Attorney Mark Taylor <br />Director of Inf.Mgmt.Servs. Ramona Brown <br />Director of WIC Eddie ortega <br />Fire Chief and Acting Director <br />of Planning Dan O'Leary <br />Director of Airport Jack Doughty <br />Director of Finance Bill White <br />Director of Env. and Engineering Steve Jenkins <br /> <br />Also Present: John DeMoor, Patty Wenk, Tom Bailey, Larry <br />Brinkmeyer, Jack Lindstrom, Tom Hudson, Mike Gividen, Kim McCollum, <br />Bob Martenis, Bill Coddington, Karen Smith, Melissa Millecam, <br />Carolyn Liner and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration approval of two <br />appointments to the Sunset Advisory Commission. Mr. Guerra and Ms. <br />Kissler will make their appointments at the August 12 Meeting. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Public Transportation Committee to complete a vacancy. The <br />Convention and visitors Bureau has recommended to the Council Lee <br />Hudman for this vacancy. Mr. Hernandez moved to appoint Lee Hudman, <br />which passed unanimously. <br /> <br />Mayor Morris introduced a public hearing on an annexation, the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 42.47 <br />ACRES OF LAND, MORE OR LESS, LOCATED SOUTH AND ADJACENT TO THE <br />AIRCRAFT APRON OF THE SAN MARCOS MUNICIPAL AIRPORT, CALDWELL <br />COUNTY, TEXAS, THIS LAND BEING LOCATED WITHIN THE <br />EXTRATERRITORIAL JURISDICTION OF THE CITY AND LYING ADJACENT TO <br />PRESENT CITY BOUNDARIES¡ APPROVING A SERVICE PLAN FOR THIS <br />TRACT¡ EXTENDING THE BOUNDARY LIMITS OF THE CITY SO AS TO <br />INCLUDE THIS TRACT¡ GRANTING TO THE INHABITANTS OF THIS TRACT <br />ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF THE CITY; <br />BINDING THE INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, <br />RULES AND REGULATIONS OF THE CITY¡ AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak for or against the annexation. No one did, so Mayor Morris <br />closed the public hearing. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 <br />FISCAL YEAR TO PROVIDE INCREASED FUNDING FOR COMPUTER EQUIPMENT <br />TO PROVIDE ENHANCED ACCOUNTING FUNCTIONS FOR THE SAN MARCOS <br />ELECTRIC UTILITY¡ AND DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion. The SMEU Board recommended this <br />funding. The Council voted unanimously for adoption of the <br />
