67 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JULY 22, 1991 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Ronald K. Hart Council Members Billy G. Womack City Attorney Mark Taylor Director of Inf.Mgmt.Servs. Ramona Brown Director of WIC Eddie ortega Fire Chief and Acting Director of Planning Dan O'Leary Director of Airport Jack Doughty Director of Finance Bill White Director of Env. and Engineering Steve Jenkins Also Present: John DeMoor, Patty Wenk, Tom Bailey, Larry Brinkmeyer, Jack Lindstrom, Tom Hudson, Mike Gividen, Kim McCollum, Bob Martenis, Bill Coddington, Karen Smith, Melissa Millecam, Carolyn Liner and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of two appointments to the Sunset Advisory Commission. Mr. Guerra and Ms. Kissler will make their appointments at the August 12 Meeting. Mayor Morris introduced for consideration approval of an appointment to the Public Transportation Committee to complete a vacancy. The Convention and visitors Bureau has recommended to the Council Lee Hudman for this vacancy. Mr. Hernandez moved to appoint Lee Hudman, which passed unanimously. Mayor Morris introduced a public hearing on an annexation, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 42.47 ACRES OF LAND, MORE OR LESS, LOCATED SOUTH AND ADJACENT TO THE AIRCRAFT APRON OF THE SAN MARCOS MUNICIPAL AIRPORT, CALDWELL COUNTY, TEXAS, THIS LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF THE CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES¡ APPROVING A SERVICE PLAN FOR THIS TRACT¡ EXTENDING THE BOUNDARY LIMITS OF THE CITY SO AS TO INCLUDE THIS TRACT¡ GRANTING TO THE INHABITANTS OF THIS TRACT ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF THE CITY; BINDING THE INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF THE CITY¡ AND DECLARING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked if anyone wished to speak for or against the annexation. No one did, so Mayor Morris closed the public hearing. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 FISCAL YEAR TO PROVIDE INCREASED FUNDING FOR COMPUTER EQUIPMENT TO PROVIDE ENHANCED ACCOUNTING FUNCTIONS FOR THE SAN MARCOS ELECTRIC UTILITY¡ AND DECLARING AN EMERGENCY. Mr. Moore moved for adoption of the Ordinance on emergency and Ms. Kissler seconded the motion. The SMEU Board recommended this funding. The Council voted unanimously for adoption of the
