Morris <br /> Mayor Pro-Tem Ronald K. Hart <br /> Council Members * Billy G. Moore <br /> Rick Hernandez <br /> * Fred Guerra <br /> Betty Jane Kissler <br /> Bill Plummer <br /> City Manager Larry Gilley <br /> City Secretary Janis K. Womack <br /> City Attorney Mark Taylor <br /> Also Present: John DeMoor, Bill Coddington, Collette Boruff, Tom <br /> Bailey, R. G. Phillips, Melissa Millecam and others. <br /> Mayor Morris called the meeting to order at 12:00 Noon. <br /> Mayor Morris introduced an Executive Session pursuant to Article <br /> 6252-17, section 2(e), V.A.C.S., to discuss contemplated litigation <br /> and matters where the duty of the City Attorney to the City pursuant <br /> to the Code of Professional Responsibility of the State Bar of Texas <br /> clearly conflicts with Article 6252-17. Mr. Guerra moved to adjourn <br /> into Executive Session at 12:12 p.m. and Mr. Moore seconded the <br /> motion, which passed unanimously. <br /> Mr. Moore moved to reconvene at 12:42 p.m. and Mr. Hart seconded the <br /> motion, which passed unanimously. <br /> Mayor Morris introduced for consideration adoption of a Resolution, <br /> the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, SOLICITING SUPPORT FROM THE GOVERNING BODIES OF ALL <br /> TAXING UNITS ENTITLED TO VOTE ON THE APPOINTMENT OF BOARD <br /> MEMBERS FOR THE HAYS COUNTY APPRAISAL DISTRICT TO OPPOSE THE <br /> PURCHASE BY THE DISTRICT OF A 5.042 ACRE TRACT OF LAND FROM THE <br /> FEDERAL DEPOSIT INSURANCE CORPORATION, SAID LAND TO BE USED FOR <br /> THE PURPOSE OF RELOCATING THE DISTRICT'S OFFICES, BY EITHER <br /> RESCINDING ANY SUPPORTIVE ACTION HERETOFORE TAKEN OR RESOLVING <br /> TO OPPOSE THIS PURCHASE; AND DECLARING AN EFFECTIVE DATE. <br /> Mr. Guerra moved for adoption of the Resolution and Ms. Kissler <br /> seconded the motion. The Council directed all taxing entities, <br /> Board Members and Mr. Backus receive copies of the Resolution. On <br /> roll call the following vote was recorded: <br /> AYE: Hernandez, Hart, Morris, Guerra, Kissler, Plummer. <br /> NAY: None. <br /> ABSTAIN: Moore. <br /> The meeting adjourned at 12:58 p.m. on motion made by Mr. Hernandez <br /> and seconded by Mr. Hart (Messrs.
