<br />Mayor Morris introduced for consideration approval of an
<br />appointment to the Historic Preservation Commission. Mr. Hart
<br />moved to appoint Francile Blue to complete the vacancy of a
<br />citizen who has demonstrated an interest in the history of San
<br />Marcos and Mr. Hernandez seconded the motion. On roll call the
<br />following vote was recorded:

<br />Mayor Morris introduced for consideration approval of the final
<br />report of the Charter Review Commission dated January 15, 1990.
<br />Bill Stouffer discussed the recommended amendments with the
<br />Council. Mr. Moore moved for approval of the Charter Review
<br />Commission's Report, which is attached and Mr. Plummer seconded
<br />the motion, which passed unanimously.
<br />
<br />Mayor Morris introduced for consideration approval of the City
<br />Attorney's selection of an Assistant City Attorney. Mr. Moore
<br />moved to approve Mr. Taylor's selection of Michael McGregor
<br />(effective February 5,1990) and Mr. Hernandez seconded the
<br />motion, which passed unanimously.

<br />Mayor Morris introduced for consideration a public hearing and
<br />adoption of an Ordinance on third and final reading, the caption
<br />which was read as follows:
<br />
<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS, DESIGNATING A REINVESTMENT ZONE PURSUANT TO CHAPTER
<br />312 OF THE TEXAS TAX CODE TO INCLUDE PROPERTY PARTIALLY
<br />INSIDE AND PARTIALLY OUTSIDE OF THE CITY LIMITS OF SAID
<br />CITY, COMPRISING AN AREA OF APPROXIMATELY 55.077 ACRES
<br />LOCATED AT THE NORTHEAST CORNER OF THE INTERSECTION OF
<br />INTERSTATE HIGHWAY 35 AND CENTERPOINT ROAD, TO BE KNOWN AS
<br />REINVESTMENT ZONE NO.5; ESTABLISHING THE SPECIFIC
<br />BOUNDARIES THEREOF; MAKING CERTAIN STATUTORY FINDINGS; AND
<br />DECLARING AN EFFECTIVE DATE.
