Womack <br /> City Attorney Mark Taylor <br /> Director of Finance Bill White <br /> Police Chief Tom Martin <br /> Also Present: Becky Sierra, Ivar Gunnarson, Melissa Millecam, <br /> Merry FitzPatrick, Randall Morris, Jake Sullivan, Patty Sullivan, <br /> Janace Wade, Jim Gandy, Virginia May, Lee Hudman, John Diaz, <br /> Jenny Kile, Karen Smith, Jim Green, Bill Cunningham, Garland <br /> Warren and others. <br /> Mayor Morris called the meeting to order at 5:30 p.m. <br /> Mayor Morris introduced the canvassing of the returns of the <br /> Special and General Election held May 5, 1990. The Council <br /> canvassed the returns. <br /> Mayor Morris introduced for consideration adoption of an <br /> Ordinance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, CANVASSING RETURNS AND DECLARING RESULTS OF THE <br /> SPECIAL AND GENERAL ELECTION HELD ON MAY 5, 1990 FOR THE <br /> PURPOSE OF ELECTING A MAYOR, A CITY COUNCIL MEMBER, PLACE <br /> THREE, AND A CITY COUNCIL MEMBER, PLACE FOUR, SUBMITTING TO <br /> THE VOTERS VARIOUS PROPOSITIONS INCLUDING PROPOSED <br /> AMENDMENTS TO THE CITY CHARTER, A PROPOSED RENEWAL OF A <br /> LEASE OF CITY PARK PROPERTY TO THE SAN MARCOS LIONS CLUB, <br /> AND A REFERENDUM ON ADOPTION OF AN ORDINANCE DESIGNATING <br /> REINVESTMENT ZONE NO. FIVE OF THE CITY OF SAN MARCOS, TEXAS; <br /> AND DECLARING AN EMERGENCY. <br /> Mr. Moore moved for adoption of the Ordinance and Mr. Guerra <br /> seconded the motion. Mr. Hernandez moved to amend the Ordinance <br /> to complete the names of the Council Members present in the fifth <br /> paragraph of the Ordinance as follows: "Kathy M. Morris, Billy <br /> G. Moore, Rick Hernandez, Ronald K. Hart, Fred Guerra and Betty <br /> Jane Kissler," and Ms. Kissler seconded the motion, which passed <br /> unanimously. Mr. Guerra moved to amend SECTION 3. as follows: <br /> Subsection A to add the name of "Kathy M. Morris," Subsection B <br /> to add the name of "Rick Hernandez," and Subsection C to add the <br /> name of "Betty Jane Kissler," and Mr. Moore seconded the motion, <br /> which passed unanimously. Mr. Guerra moved to amend SECTION 3. <br /> D. to add the following: Proposition No.1, for - 1779, against <br /> - 247; Proposition No. 2, for - 1819, against 160; Proposition <br /> No. 3, for - 1524, against 385; Proposition No. 4, for - 1372, <br /> against - 53; Proposition No. 5, for - 1375, against - 612; <br /> Proposition No. 6, for - 1741, against - 216; Proposition No. 7, <br /> for - 1666, against - 484, " and Mr. Hernandez seconded the <br /> motion, which passed unanimously. The Council then voted <br /> unanimously for adoption of the Ordinance on emergency. <br /> Mayor Pro-Tem Rick Hernandez issued the Certificate of Election <br /> to Mayor Kathy M. Morris, and The Honorable Becky Sierra <br /> administered Mayor Morris' Oath of Office. Mayor Morris issued <br /> Certificates of Election to Rick Hernandez, Council Member, Place <br /> Three and Betty Jane Kissler, Council Member, Place Four and the <br /> City Secretary administered their Oaths of Office. <br /> * Mr. Plummer was not present at this meeting. <br />
