Hart <br />Fred Guerra <br />Betty Kissler <br />Bill Plummer <br /> <br />City Manager Larry Gilley <br />Assistant City Attorney Michael McGregor <br />Police Chief Tom Martin <br />Director of Engineering Stephen Jenkins <br />Director of Library Stephanie Langenkamp <br />Director of Personnel Carolyn Liner <br />Director of Planning Mary Martinez <br />Director of Public Works George Boeker <br />Director of Parks and Recreation Rodney Cobb <br />Fire Chief Dan O'Leary <br /> <br />Also Present: Melissa Millecam, Jenny Kile, Kim McCollum, Jane <br />Hughson, Nina Pryatel, Art Millecam, Rose Brooks, Jesse Estrada, Joe <br />Cox, Collette Boruff, Jim Gandy, John Diaz, Kelly Franks and Renate <br />Yanity, Recording Secretary <br /> <br />Mayor Morris called the meeting to order at 7:35 p.m. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING AND ADOPTING A CAPITAL IMPROVEMENTS PLAN AS A <br />BASIS FOR THE IMPOSITION OF IMPACT FEES; AMENDING PORTIONS OF <br />CHAPTER 30 OF THE SAN MARCOS CODE OF ORDINANCES PERTAINING TO <br />THE CALCULATION, ASSESSMENT AND COLLECTION OF WATER AND SEWAGE <br />SYSTEM CAPITAL RECOVERY FEES TO MAKE REFERENCE TO WATER AND <br />SEWAGE SYSTEM IMPACT FEES; AMENDING THE AMOUNTS OF THESE FEES; <br />PROVIDING FOR CALCULATION OF THESE FEES BASED UPON SERVICE UNITS <br />RATHER THAN LIVING UNIT EQUIVALENTS; PROVIDING FOR SEVERABILITY; <br />REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; <br />PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. <br /> <br /> <br />Mayor Morris opened the Public Hearing and asked if anyone wished to <br />speak for or against the provisions of the Ordinance. There <br />being no speakers Mayor Morris declared the public hearing closed. <br />Mr. Moore moved for adoption of the Ordinance and Mr. Guerra seconded <br />the motion. Mr. Moore moved to amend the third "WHEREAS" in the <br />Ordinance to include the date of May 2l, 1990. Mr. Hernandez <br />seconded the motion which passed unanimously. Mayor Morris asked if <br />there were any incentives for service units if a person reused or <br />recycled water or any other conservation. Mr. Gilley stated that <br />the ordinance did not address conservation measures. Being no further <br />discussion the Council voted unanimously for the adoption of <br />the ordinance on first reading. <br /> <br />Mayor Morris introduced for consideration adoption of a Resolution, the <br />caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ADOPTING A PROPOSED PLAN FOR THE MANAGEMENT OF THE WATER <br />RESOURCES OF THE EDWARDS AQUIFER; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br /> <br />Mr. Moore moved for adoption of the Resolution and Ms. Kissler seconded <br />the motion. Mr. Moore explained the status of the project. Mr. <br />Plummer questioned the taxing authority. Mr. Moore addressed the <br />taxing issue and stated that presently it is taxing at a rate of 9/10th <br />of 1 cent per hundred. Mr. Moore stated that it is authorized up to 25 <br />cents per hundred. Mr. Moore stated that the proposal of the Water <br />
