Womack <br /> City Attorney Nark Taylor <br /> Also Present: Kim ¡VlcCollum, Renate Yanity, Nelissa I'hllecam and <br /> others. <br /> Mayor ¡Vlorris c all ed the meeting to order at 1:00 p.m. <br /> Mayor i"lorris introduced for consideration adoption of an Ordinance <br /> on emergency, which was read ~n its entirety, the caption whic h <br /> reads as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, ADOPTING A FOUR-STAGE INTERIM WATER CONSERVATION PLAN; <br /> PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br /> ORDINANCES; PROVIDING FOR PENALTIES; PROVIDING FOR <br /> PUBLICATION; DECLARING AN ENERGENCY AND PROVIDING AN EFFECTIVE <br /> DATE. <br /> 1'1 r. Hernandez moved for adoption of the Ordinance on emergency and <br /> Mr. Hart seconded the motion. The Ordinance upon adoption will <br /> become effective immediately upon publication. ¡VIr. Taylor read <br /> amendments into the record as follows: ~n Section 2 ~n the last <br /> paragraph change " implementing STAGE 4, AQUIFER RISK of water <br /> . . . <br /> conservation " ~n Section 4 add the following language <br /> . . . ., <br /> "Buildings and prem~ses with even-numbered addresses - Tuesdays <br /> only beqinninq at 8:00 ~ endinq Wednesdays 8:00 a.m., " and <br /> "Buildings and premises with odd-numbered addresses - Thursdays <br /> only beqinninq at 8:00 ~ endinq Fridays 8:00 a.m., " correction <br /> of typographical error in Section 7 "that no ordinance shall become <br /> effective " in Table 2 - Reduction ¡Vleasures - Page 2, <br /> . . . , <br /> Outdoor Use (Continued) Water Use - Swimming Pools, Hot Tubs and <br /> Similar Facilities, Stage II - "Filling of e>< i sting private <br /> facilities (9) ~s prohibited. ¡VIa k eu p for e>dsting private <br /> facilities (8) is permitted," Page 3, Water Use - Other Outside <br /> Uses (12) - Stage I - "Waste (13) is prohibited," Page 6, Water Use <br /> - Industrial, Commercial and Other - Stages I, II and III - <br /> "Reduction ~s recommended. User ~s encouraged to reduce water <br /> usage by any means available. Restaurants are permitted to serve <br /> water on 1 y upon request," Page 8 - Footnotes, add "(23) ¡Vlakeup - <br /> Partial refilling due to evaporable water loss and backwashing," <br /> and "(24) Re-used Water - Water that has been. recycled or reclaimed <br /> after it has been used for any beneficial purpose. " ¡VIr. Hart moved <br /> to amend the Ordinance to include the amendments read into the <br /> record by Mr. Taylor and ¡VIr. Noore seconded the motion, which <br /> passed unanimously. The Council then voted unanimously for <br /> adoption of the Ordinance on emergency. <br /> The meeting adjourned at 1:30 p.m. on motion made by Mr. Hernandez <br /> and seconded by ¡VIr.
