56 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUGUST 13, 1990 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Billy G. G. Phillips, Kim McCollum, Collette Boruff, Ofelia Vasquez-philo, Pat Nordyke, Kathy Carl, John DeMoor, Ray Berry, Jane Hughson, Jerry Romero, Janace Wade, John Wade, Jim Gandy, Bob Barton, Rene Gonzales, Kelly Franks and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of three appointments to the Housing Authority Board. Mr. Hernandez moved to reappoint Richard Cruz, reappoint David Valle, reappoint Belle Townsend, and Mr. Guerra moved to appoint Rev. Pat Spearman. On roll call the following vote was recorded: Moore: Cruz, Valle, Townsend. Hernandez: Cruz, Valle, Townsend. Hart: Spearman, Cruz, Valle. Morris: Cruz, Valle, Townsend. Guerra: Spearman, Cruz, Townsend. Plummer: Cruz, Valle, Townsend. Messrs. Cruz and Valle and Ms. Townsend were all reappointed. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Parks and Recreation Board. Mr. Plummer moved to appoint George Boemerman, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ESTABLISHING A FEE FOR COPIES OF CITY FLOOD INSURANCE RATE MAPS; REPEALING ALL CONFLICTING ORDINANCES; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE. Mr. Moore moved for adoption of the Ordinance on emergency and Mr. Hart seconded the motion, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1989-1990 FISCAL YEAR (ORDINANCE 1989-38) TO PROVIDE FUNDING FOR THE WESTOVER PAVING AND DRAINAGE IMPROVEMENTS PROJECT, AND DECLARING AN EMERGENCY. * Ms. Kissler was not present at this meeting.
