Womack <br /> City Attorney Mark Taylor <br /> Director of Public Works George Boeker <br /> Director of Planning Mary Martinez <br /> Director of Mgmt.Inf.Servs. Ramona Brown <br /> Police Chief Tom Martin <br /> Also Present: John DeMoor, Collette Boruff, Joe Kohut, Jim Gandy, <br /> Melissa Millecam, Tim Lott and others. <br /> Mayor Morris called the meeting to order at 12:00 o'clock noon. <br /> Mayor Morris introduced a public hearing on petitions for annexation <br /> of San Marcos Factory Shops, Ltd. and VF Factory Outlet, Inc. and to <br /> consider the proposed annexation, the caption which was read as <br /> follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 50.158 <br /> ACRES, MORE OR LESS, FRONTING ON THE SOUTHEAST RIGHT-OF-WAY <br /> LINE OF INTERSTATE HIGHWAY 35 AT ITS INTERSECTION WITH <br /> CENTER POINT ROAD IN HAYS COUNTY, TEXAS, THIS LAND BEING <br /> LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF THE CITY <br /> AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; APPROVING A <br /> SERVICE PLAN FOR THIS TRACT; EXTENDING THE BOUNDARY LIMITS OF <br /> THE CITY SO AS TO INCLUDE THIS TRACT; GRANTING TO THE <br /> INHABITANTS OF THIS TRACT ALL THE RIGHTS AND PRIVILEGES OF <br /> OTHER CITIZENS OF THE CITY; BINDING THE INHABITANTS BY ALL OF <br /> THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF THE CITY; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> Mayor Morris opened the public hearing and asked if anyone wished to <br /> speak for or against the petitions for annexation or for or against <br /> the annexation. R. G. Phillips stated the City had delayed <br /> annexation preventing the City from collecting sales tax for a <br /> portion of the third quarter of 1990. The Council did not begin <br /> annexation procedures earlier due to the referendum issue on the <br /> May, 1990 ballot regarding the reinvestment zone of this area.
