Stokes Also Present: Melissa Millecam, Jerri Martin, Carolyn Shellman, Dan Farlow, Bill Harrison, Kenneth Sutton, Evelyn Honea, Terry Roberts, Jackie Matthys, Gordon Thompson, Ray Harper, Don Butler, Ray Kotowski, fir. & Mrs. pryatel, Jake Krauskopf, Frank Wagner, Jeff Watkins, Andrew Gary, Joe Garza and others. The Mayor called the meeting to order at 7:30 p.m. The Mayor introduced for consideration approval of the minutes of the regular meeting held January 12, 1981. Mrs. Norris moved to approve the minut.es. Mr. LTames seconded the motion; which passed unanimously. The Mayor int.roduced agenda item number 18 out of order, which was to discuss the mortgage bond program. Bill Harrison, from First Southwest Company, addressed the Council on this item. A copy of a letter from First Southwest Company, which Mr. Harrison referred to, is attached and made a part of these minutes. He stated that at this time the City could not participate in the mortgage bond program. The Mayor then introduced agenda item number 11 out of order, which was to consider a Resolution approving a settlement agreement in the appli- cation of LCRA for a rate increase pending before the Public Utility Commission. Don Butler, an attorney retained by the City, addressed the Council and explained the settlement that was agreed upon. He stated that he felt this was the best that could be hoped for from the PUC. The caption of the Resolution was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A SETTLEr1ENT AGREEHENT IN THE APPLICATION OF LOWER COLORADO RIVER AUTHORITY FOR A RATE INCREASE, DOCKET NO. 3522 PENDING BEFORE THE PUBLIC UTILITY CO~~ISSION OF TEXAS; AUTHORIZING EXECUTION OF SAID SETTLEMENT AGREEMENT AND DECLARING AN EFFECTIVE DATE. Mr. Cavazos moved to adopt the Resolution. which passed unanimously. Mr. James seconded the motion, The Mayor introduced for consideration an Ordinance on second reading, the caption of which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER 29, 1980 ~OL. 54) BY ZONING 23.20 ACRES OUT OF THE J.M. VERfu,1ENDI LEAGUE NO. TWO, LOCATED ON S.H. 80 AND RIVER ROAD, FROM "AO" (AGRICULTURAL-OPEN SPACE DISTRICT) rEO "C" (CŒ1]\ŒRCIAL). Mrs. Norris moved to approve the Ordinance on second reading. seconded the motion, which passed unanimously. Mr. James * Mr. Cavazos left the meeting at 10:00 p.m.
