Byrn; <br />James Varnell; Roy Porter; Jerri Martin; Melissa Millecam; <br />Rowe Ray; Gary Bond; John Dennison; and others. <br /> <br />The Mayor called the meeting tq order ,at 7:30 p.m. <br /> <br />The Mayor opened a public hearing to consider an Ordinance establishing retail <br />electric rates to be charged within the City of San Marcos by the Lower Colorado <br />River Authority. There were no persons to speak in favor of or objection to the <br />ordinance. The Mayor closed the hearing and read an ordinance, including exhibits, <br />having the following caption: <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />REGULATING AND SETTING RATES FOR ELECTRICAL UTILITIES; ESTABLISHING <br />PROCEDURES AND REQUIREMENTS FOR RATE ADJUSTMENTS; PROVIDING FOR <br />HEARINGS ON RATES AND SERVICES; REQUIRING REPORTS AND STATEMENTS; <br />AND PROVIDING FOR A SAVINGS CLAUSE. <br /> <br />Mayor Craddock moved the Ordinance be approved on first reading. Mr. Hansen <br />seconded the motion. Mr. John Dennison of Electric Power Engineers, Inc., stated <br />that the ordinance was in conformity with his recommendations. for rate adjustment. <br />On roll call, the motion to approve the ordinance was unanimously approved. The <br />Mayor stated the ordinance would be considered on second reading on Monday, ,January <br />10 and a special meeting would be called for Monday, January 17 to consider the <br />ordinance on third and final reading. <br /> <br />I <br /> <br />James Varnell of Forrest & Cotten, consulting engineers, came before the Council <br />wi th specifications and contract documents for the construction of street and <br />drainage improvements, Drainage Confluence, Enumeration District 11, Community <br />Development project, and with supplemental conditions re<J.uested by the Council and <br />City staff. Mr. Varnell described the supplemental conditions to be re<J.uired of <br />the contractor in detail. Mr. Sutton objected to Supplemental Condition No. 40 <br />which allows the City Manager to approve change orders. Mr. Hansen moved the <br />supplemental conditions be approved as presented with amendments by Mr. Varnell. <br />Mr. James seconded the motion. Mr. Roy Porter, also of Forrest & Cotten, informed <br />the Council that the supplementary conditions would probably increase the bids <br />by about 10 to l~%. The City Manager asked if the Council wished to go over the <br />technical specifications. The Council discussed the specifications and conditions <br />in terms of the Phase I Drainage Confluence improvements currently under construction <br />Mr. Hansen 'objected to a detailed review of the technical specifications by the <br />Council, and amended his earlier motion by including technical specifications <br />and con;flI'auttdocuments in those items to be approved. After further discussion, <br />Mr. James, the seconder of the first motion, agreed to the amendments.
