Hageman; Melissa Millec&m; Rowe Ray; Gary <br />Bond; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mr. Cavazos moved the Council recess to Executive Session to discuss the pending <br />hearing before the Public Utility Commission on the rates recently enacted by the <br />Council governing retail charges to San Marcos customers by the Lower Colorado <br />River Authority. Mr. Arredondo seconded the motion, which passed unanimously. <br /> <br />The meeting reconvened in Special Session at 8:00 p.m. onemotion of Mr. James and <br />second of Mr. Hansen. The Mayor reported the Council had discussed special counsel <br />for the February 14 hearing before the Public Utility Commission since James Wilson, <br />attorney representing the City of San Marcos in its suit against the Lower Colorado <br />River Authority, was not able to represent the City at the hearing. Mr. Breihan <br />moved the City retain Don Butler as special counsel.
