1 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MAY 1, 1978 Present: Mayor Robert L. Cavazos Council Members Frank T. Arredondo Ted Breihan John A. Hansen Bob Hyatt Berry R. James Kenneth E. Sutton I City Manager City Attorney City Secretary Director, Finance Director, Public Safety Director, Public Works C. J. Webster Charles E. Evans Doriss Hambrick Earl T. Williams Robert Minnie Ray Kotowski Also Present: Jeff Ebner, Alan King, Marvin Kaderli, Jake Krauskopf, Terry Roberts, Mary Castillo, Howard Yeargan, Jack N. Stovall, Allyn Gill, Larry McInis, Terry Palmer, Ken Krause, Don Laine, Leon Barba, Ruben Ruiz', Jr., Joe Lucio, Gary Byers, Charles Varnell, Ed Slaugh~er, Gilbert Elizondo and others. The Mayor called the meeting to order at 7:30 p.m. Mr. Cavazos issued proclamations in observance of "Motorcycle Safety Awareness Week", "Viva CineD de Mayall and llSun Day and Solar Energy Week". I The minutes of the regular meeting held Monday, April 24, 1978 were approved on motion of Mr. Arredondo and second of Mr. Cavazos with the correction on Paragraph ~, Sentence 4 on the spelling of "Kim" Krause to "Ken" Krause. The Mayor read the following ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, VACATING AND ABANDONING AN ALLEY IN BLOCK THREE OF THE ORIGINAL TOWN OF SAN MARCOS, SAID ALLEY BEING PARALLEL TO MOON AND WATER STREETS AND BETWEEN HOPKINS AND HUTCHISON STREETS; AND DECLARING AN EMERGENCY. Mr. Breihan moved the ordinance be adopted on emergency. Mr. Arredondo seconded the motion which passed unanimously. The Mayor read the caption of a resolution as follows: I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE CITY MANAGER TO CONTRACT WITH W. O. KARPENKO AND ASSOCIATES FOR CONSULTANT SERVICES IN ORDER TO WORK TOWARD COMPLE- TION OF A MASTER PLAN FOR THE SAN MARCOS MUNICIPAL AIRPORT; AND ESTABLISHING AN EFFECTIVE DATE. Mr. Sutton moved the resolution be adopted. Mr. Hansen seconded the motion which passed unanimously. Col. Jack Stovall, representing the Airport Commission, informed the Council that the Commission did support the resolution. The presentation on the Weatherization Program was cancelled due to Mr. Aart Millecam's illness.
