<br />The Mayor called the meeting to order at 7:30 p.m.
<br />
<br />Co.uncilman King gave the I nvocation.
<br />
<br />Councilman Etheredge moved approval 'of the Minutes of July 12, 1971,
<br />as presented. Councilman King seconded the motion, which passed
<br />unanimol!sly.

<br />The Mayor opened a public hearing on a request ~y Southwestern
<br />Medical Centers, I nc" for a change of zoning on a three;;acre tract
<br />and read an ordinance wit~ ~he following caption:
<br />
<br />AN ORDINANCE AMENDING SECTION 30F THAT ORDINANCE
<br />WHICH REGULATES AND RESTRICTS THE LDCATlON AND USE
<br />OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23,
<br />1966 (Vol. 32) BY ORDERING CERTAIN ZONING CHANGES,
<br />AS SHOWN IN THE BODY HEREOF; AND ESTABLISHING AN
<br />E FFECTI VE DATE OF THI S AMENDATORY ORD I NANCE
<br />
<br />The Mayor in,vi ted any person present' to speak fo~" or against the
<br />change, of zoning.
<br />
<br />Charles,R. Ramsay, legalcouns~l f6r'Southwe~tern Medical Centers,
<br />came before the Council to request that t~eordinahcebe passed as
<br />an emergency, on one reading. ,Mr.,Ramsay explai~ed the long delay
<br />since the first request for anne~ationwas broaghttd the City,
<br />and the .ubMeqGentdelay~ befor~ ~h~ Planning & Zoning Commission.

<br />Clifford Morton, ,representing S611thwEistern Medical Centers, Inc.,
<br />explained how any further delay would affect theint~rest rate on
<br />their loan, if they did not get under construction by August 15.

<br />The Mayor said the C'ouncil had a pretty firm policy on three read-
<br />ings of all ordinances ,as requlredby the Charter., Mr. Flores
<br />said, he,hadbeen opposed to .passing any ordinance as an emergency,
<br />but he ,sympathized, with the company' in the long delay.
<br />
<br />No other person came forward to speak, a'nd tneMayor declared the
<br />public hearing closed.
