<br />The Mayor called the meeting to order at 7:30 p.m.

<br />Minutes of the December 22, 1969 meeting, and of the Public
<br />Hearing and meeting, January 8, 1970, were approved as presented,
<br />On motion of Mr. Smith and second of Dr. Craddock.
<br />
<br />R.J. Uhr, District Manager ofPenzoil United Gas ~ompany, came
<br />before the Council to request passage OT an ord1nance authorizing
<br />an increase in rates. He agreed orally to a slightly revised
<br />version OT an ordinance requested in January, 1969. The Mayor
<br />moved approval of an ordinance with the follciwing caption:'
<br />
<br />AN ORDINANGEDETERMININGANDFIX~NG THEMAlIMUM SCHED-
<br />ULES OF ,RATES TO BEGHARGED BY PENZOIL UNITED, INC. IN
<br />THE CITY OF SAN MARCOS, TEXAS"FOR ,NATURAL GAS AND NAT-
<br />URAL GAS SERVICE FURNISHED BY ITIO RESIDENTIAL AND COMM-
<br />ERCIAL CONSUMERS, CONTAINING DEFINITIONS, FIXING THE -
<br />EFFECTIVE DATES OF GAS RATES PRESCRIBED IN THIS ORDINANCE,
<br />MAKING MISCELLANEOUS PROVISIONS AND REPEALING ALL ORDINAN-
<br />CES IN CONFLICT

<br />Mr. Dannelley seconded the motion.

<br />Dr. Craddock sai.dshe wished to go on,' record as having personal
<br />reservations about the ordinance, since the surtax clause, as
<br />recommended by the study committee, had not been inserted; and,
<br />secondly, that if a request for change in rates should be made
<br />in the future.. she fel tthere should be a ,more equitable distribut-
<br />10n between residential, commercial and industrial consumers.
<br />
<br />Mr. Contreras stated that it was with reluctance that he would
<br />approve the ordinance, because 1ndustrial consumers were not to
<br />share in the increased rates.
<br />
<br />The question being called for, the following vote was recorded:

<br />The Mayor declared the ordinance passed ~n first reading.
