<br />The Mayor called the meeting to order at 5:30 p.m., and opened a
<br />Public Hearing on the proposed annexation of 280 acres northwest of
<br />the City.
<br />
<br />David Pool. Chairm,an of the Planning & Zoning Commission, explained
<br />why the Commission had recommended that the Council initiate annexation
<br />of the area.
<br />
<br />Leonard Franklin, attorney for Raymond Thomas of Austin, said he was
<br />not preseht to oppose annexation, but to explaiwhisclient's plan~
<br />for developing fr Mobile Home Park in the area.
<br />H.W. Currington, engineer-planner, exhibited plans for the Mobile
<br />Home Pa~k. They showed provision for 250 -pads" on a 60-acre tract,
<br />with paved streets, curb and gutter, a 4!-acre park area with swim-
<br />ming pool, its own water system and a package sewage disposal unit.
<br />Mr. Franklin said h~ felt the Council should know that his client's
<br />legal position was favorable for continuing development of the Park,
<br />even though his property is annexed in a "non-conforming usl"cate-
<br />gory, because of the large investment made prior to initiation of
<br />annexation proceedings by the City. Two mobile homes are already
<br />in the proposed park area, Mr. Franklim stated. '

<br />Among others who spoke during the hearing were: David Pool,
<br />H.C. Kyle, 111; Dr. and Mrs. Jack Weatherford, Or. Donald W. Tuff,
<br />Or. Lewis Gilcrease, Leonard Young, Dr. Don Green, Mrs. Robert Glore,and
<br />Raymond Thomas.

<br />All persons wishing to speak on the various aspects of annexation
<br />having spoken, the Mayor adjourned the Public Hearing and called
<br />a short recess.
