Chairm,an of the Planning & Zoning Commission, explained
why the Commission had recommended that the Council initiate annexation
of the area.

Leonard Franklin, attorney for Raymond Thomas of Austin, said he was
not preseht to oppose annexation, but to explaiwhisclient's plan~
for developing fr Mobile Home Park in the area.
H.W. Currington, engineer-planner, exhibited plans for the Mobile
Home Pa~k. They showed provision for 250 -pads" on a 60-acre tract,
with paved streets, curb and gutter, a 4!-acre park area with swim-
ming pool, its own water system and a package sewage disposal unit.
Mr. Franklin said h~ felt the Council should know that his client's
legal position was favorable for continuing development of the Park,
even though his property is annexed in a "non-conforming usl"cate-
gory, because of the large investment made prior to initiation of
annexation proceedings by the City.
