<br />I <br /> <br />I <br />I <br /> <br />I <br /> <br />REGULAR MEETING FEBRUARY 15, 1956 <br /> <br />'35 <br /> <br />On this, the 15th day of February, 1956, at 2:00 p.m" the City Council of the <br />City of San Marcos, Texas, met in a regular meeting at the City Hall in San Marcos, <br />with the following members present and participating: <br /> <br />Frank E. Dietterich, Mayor <br />Calvin M. Allen, Alderman <br />S. R. Beecroft, Alderman <br />Coy De Viney, Alderman <br />Harold G. Smith, Alderman <br />Frank D. Hill, Jr;, Alderman <br /> <br />Others Present: <br /> <br />Charles Kaase <br />Hudson Bales <br />W. G. Barbee <br />Ann Ziemke <br />Walter Buckner <br /> <br />B. R. Gulledge Mrs. C. V. Decker Mrs. Cummins <br /> <br />A quorum being present, the meeting was called to order by Mayor Dietterich, <br />and the followbmg transpired: <br /> <br />There was a discussion on selling cemetery lots, Alderman Beecroft made a motion <br />that the City Clerk be instructed to sell cemetery lots to anyone who wishes to <br />buy one. Alderman Hill seconded the motion. A vote was taken which resulted <br />unanimously in favor of the motion. <br /> <br />Judge C. M. Decker and Mrs. Cummins from the Welfare Association met with <br />the Council today to discuss the problems of raising money to help the needy people <br />in Hays County. They stated that they wondered if the City might wish to <br />contribute toward this cause. Mrs. Cummins stated that they are now very short of <br />funds. She suggested that a committee, comprised of a representative from the <br />City, the County and the Hays County Welfare Association meet to arrange a budget <br />for the Welfare Association, in order to determine the different amounts that <br />will be needed. The Council unanimously appointed Ernest Morgan, City Attorney, <br />to act as the City's representative on the Welfare Budget Committee, The Council <br />suggested that Mr. Morgan first determine whether or not the City can contribute <br />to a welfare fund, <br /> <br />The 1955 Edition of the National Building Code was presented to the Council <br />for adoption. After a discussion, Alderman Allen made a motion that the 1955 <br />Edition of the National Bailding Code be adopted by the passage of the ordinance <br />which follows these minutes and is a part hereof. Alderman Beecroft seconded <br />the motion. A vote was taken which resulted ul1lll1imously in favor of the motion. <br />The Council unanimously yoted that the Code should become effective 30 days <br />after the date of the ordinance. <br /> <br />Jerry Dowdy and A. E. Moehring, representing the Slo-Poke Hot Rod Club, <br />met with the Council to inform the COuncil of the procedures followed by their <br />club. They reported that their club will hold drag races on a runway at Gary <br />Air Force Base, which, they feel, will keep the drivers from driving recklessly <br />on the City streets. The boys stated that the club rules state that the dtiyers <br />must drive safely and according to law when on public streets. They reported that, <br />should a driver be fined by the Police, he will have to pay the fine and also <br />answer to the club for his violation. He will be required to fasten a sign reading <br />"Stupid Driver" on the front of his car. The club will have a certain garage for <br />repairing their vehicles. They stated that the Slo-Poke Hot Rai Club would <br />appreciate receiving the City's good will on their project. They stated that <br />they would be happy to assist the Police Department in directing traffic when <br />parades are held. Alderman Smith made a motion that the Council write a letter <br />to the Slo-Poke Club offering the City's Good Will and thanking them for their <br />willingness to co-operate with the City. He suggested that the letter inform <br />them that the City will work with them in every way possible. Alderman Hill <br />seconded the motion, A vote was taken which resulted unanimously in favor of the <br />motion. <br /> <br />m <br /> <br />The Council then discussed the fact that Mr. A. F. Weatherford has engaged <br />an attorney, Henry Kyle, who has written to the City stating that he is representing <br />Mr. Weatherford in his claim for damages to Lot 7 of the A.F.Weatherford Addition <br />for crossing his property with a City sewer line without. authority of any kind <br />from him. Mr. Kyle stated in the letter that Mr, Weatherford had stated that, in <br />laying the sewer line, fences on the Northeast and Southwest sides were cut and <br />left down, and as a result, his 25 head of cattle got out. Mr, Kyle stated that <br />Mr. Weatherford requests $1,000.00 as compensation for the sewer line right-of-way <br />and $1,220.00 as compensation for his damages. Alderman Allen made a motion that <br />a survey n~ made on the grades by A. Y. McWilliams and Willie Posey of the City <br />to determine whether or not it would be possible and advisable to cut the sewer line <br />off just before it reaches Mr. Weatherford~ property and detour the line <br /> <br />around his proprrty by running it down the railroad right-of-way. <br />
