<br />ff <br />;(S' <br /> <br />REGULAR MEETING March 27th, 1957 <br /> <br />On this, the 27th day of March, at 2:00 P. M. the City Council of the City <br />of San Marcos, Texas met in a regular meeting at the City Hall in San Marcos, <br />with the following members present and participating: <br /> <br />I <br /> <br />C. M. Allen, Mayor <br />S. R. Beecroft, Alderman <br />B. D. Hillburn, Alderman <br />Herman Korff, Alderman <br />W. M. Davis, Alderman <br /> <br />Others present were: <br /> <br />lrancis Mercer, Searcy Smith, Ross Arnold, Dr. J. G. Flowers, Bill Allbright, <br />Eddie Serur, W. G. Barbee, and Fredericka Hopkins. <br /> <br />A quorum being present, the meeting was called to order by Acting Mayor <br />C. M. Allen and the following transpired: <br /> <br />Dr. J. G. Flowers, president of So&thwest Texas State Teachers College came <br />before the Council asking permission to build a dam on the San Marcos River where <br />one formerly was located, by using heavy rock and masonry loosely in the bottom <br />of the river so that the silt will gradually seal it and with the rapid growth <br />of the water plants a dam could be built so the level of the college swimming <br />pool would be raised two (2) feet. After a short discussion Mr. Hillburn made a <br />motion to give the college permission to anchor the dam at the city park property <br />and build back the dam where it used to be, by using heavy rocks. Mr. Beecroft <br />seconded the motion. A vote was taken which resulted unanimously in favor of the <br />motion. <br /> <br />Dr. Flowers then presented a plat showing the expanded building program that <br />is projected on the campus of the college. He pointed out the places where it <br />was thought necessary to enlarge sewer facilities and fire prevention facilities. <br />It was decided that Mr. Hugh C. Dickson, engineer, be given the name and address <br />of the architect, namely Harvey P. Smith, and asked to contact him, and see just <br />what the requirements will be. <br /> <br />I <br /> <br />Next on the agenda was the appearance of members of the volunteer fire <br />department to demonstrate a pulmotor respirator that they would like to see the <br />City own. The men were Eddie Serur and Francis Mercer. This respirator could <br />be used for both fire and police departments and it was explained and shown <br />how it could save lives. The respirator sells for $650.00 including two oxygen <br />tanks. Mr. Hillburn was appointed to look into whether the City should purchase <br />this respirator and report his recommendations to the Council. <br /> <br />It was next brought to the attention of the Council the fact that Day <br />McCuistion, one of the paid city firemen, had fallen down the steps from his <br />apartment while in line of duty, and had broken his leg. Since the City does not <br />carry compensation insurance on its employees, it was up before the Council <br />just what should De done for Mr. McCUistion. After some discussion among the <br />Council and with Mr. Morgan, the city attorney.,. it was decided that he and Mr. <br />Barbee visit with Mr. McCUistion and explain that the City will do everything <br />possible to help in the matter of doctor and hospital bills and at the same time <br />have him sign a release. He is to work as dispatcher as soon as he is able to work. <br /> <br />f,1 <br /> <br />~. <br /> <br />Next was the matter of whether to have Mr. John L. Surber audit the books <br />for the City of this past fiscal year. He had written a letter offering his <br />services. It was decided that Mr. Korff was to contact Mr. V. E. Klossner, <br />a local C. P. A. and see what he would charge to audit the city books. <br /> <br />Mr. Ross Arnold and Mr. Searcy Smith came before the Council to see if the <br />City would give them permission to close Loop Street, as was discussed in a former <br />meeting. Mr. Beecroft made a motion that they close the street from Maury at <br />the intersection of Loop over to the far side of Ross Arnold's property. For <br />want of a second to the motion Mr. 3eecroft then withdrew his motion. Mr. Davis <br />then made a motion to give each Mr. Arnold and Mr. Smith a Quitclaim deed and let <br />them close the street. For want of a second to his motion Mr. Davis withdrew his <br />motion. It was then decided that they postpone making a decision until a later <br />date. <br />
