M., theitity <br />Council of the City of San Marcos, Texas, met in regular session at the City Hall <br />in San Marcos, with the following members present and participating: <br /> <br />Mayor C. M. Allen <br />Alderman S. R. Beecroft <br />Alderman B. D. Hillburn <br />Alderman Herman Korff <br />Alderman W. M. Davis <br /> <br />Also present were: <br /> <br />B. R. Fuller, City Manager <br />Carlyn Tatch, City Secretary <br />Mrs. Manske <br />Mr. Eddie Serur <br /> <br />Absent was: <br /> <br />Alderman H. M. Steakley <br /> <br />A quorum being present the meeting was called to order by C. M. Allen, <br />Mayor, and the following transpired: <br /> <br />The regular order of business was dispensed with to hear Mr. Eddie <br />Serur, Deputy Chief of the Volunteer Fire Department, representing the Volunteer <br />Fire Department and Chief Haynes. He stated that in the past the City fire <br />fighting equipment had been making calls on all highways in cases of fires and <br />emergencies. The recent order, effective midnight December 31, 1957, not to <br />answer any out-of-the-City limit fires prevented the fire equipment from answering <br />these requests and Mr. Serur asked that consideration be given such emergencies. <br />It was the feeling of the Council that no exceptions should be made until such <br />time as the City has a contract with the County to act as their fire-fighting <br />agency. However, it was suggested by Alderman Beecroft that Mr. Serur contact <br />County officials regarding this matter and Mayor Allen expressed his opinion was <br />that the rest of the Council Members, as well as himself, would consider any <br />proposition that the County would consider making. Mr. Serur was told to contact <br />these County officials and upon receiving an answer from them, regarding this <br />matter, that he shoUld again meet with the Council to present any such decision that <br />the Qounty could arrive at. <br /> <br />Mr. Bob Shero, representing the Evening Lions Club, again met with <br />the Council regarding his previous request of March 11th asking the Council's <br />approval to permit this club to distribute "Courtesy Parking Tickets" to out-of- <br />county and out-of-state overparking violators. Mr. Shero was informed that the <br />Council would have to wait until a full report had been received from the <br />Chamber of Commerce as to what their opinion was regarding this matter. Mr. Shero <br />was informed, also, that it was the feeling of the Council Members that parking <br />meters are universally accepted, therefore, felt that any such a program of <br />"Courtesy Parking Tickets" was not justifiable. <br /> <br />The first item on the agenda for this regular meeting was the <br />presentation of the Proposed Budget for 1958-59, was taken up at this time for <br />discussion. City Manager Fuller at this time read the letter of transmittal to <br />the proposed budget and answere questions regarding the various sections of same. <br />After completion of the presentation of the proposed budget, on motion made by <br />Alderman Davis and seconded by Alderman Hillburn, the public hearing was set for <br />April ,10th at 2 o'clock P. M after this first reading. <br /> <br />The City Manager at this time informed the Council that the City <br />had r~ceived a check from the FCDA, in the amount of $834.50, representing re- <br />imbursement of one-half of the purchase cost of the last communications equipment <br />purchased by the City. <br /> <br />The Texas Highway Department had executed and returned a copy of the <br />Construction and Maintenance Agreement on HOPKINS STREET from Moore Street to the <br />Southwest City Limits, being designated as FM 2439, which would connect the "Old <br />Hunter Road" with Ranch Road 12. Proposed improvements including l~" asphaltic <br />concrete pavement from Moore Street to the culvert just east of Bishop Street, <br />and a two-course surface treatment from that point to the City Limits. This <br />agreement was read and discussed by the Council Members and it was a unanimous <br />decis~on by this Governing Body to accept this agreement in full and return same <br />to the Texas Highway Department. <br />
