R.
Beecroft presiding:

I

Present werel Aldermenl ~. R. Beecroft
W. M. Pavis
B. D. Hillburn
Herman Korff
City Manager B. R. Fuller
Deputy City Secretary Joann S. Hayes
Guestsl Mrs. Manske, AAUN
Absent werel Mayor C. M. Allen
Alderman H. W. Steakley

The meeting was called to order by Mayor Pro Tempore Beecroft. Copies
of the 1959-60 Budget were distributed to those present by City Manager
Fuller.

City Manager Fuller pointed out and explained several features of the
proposed Budget. Graphs showing a comparison of the budgeted with the actual
revenue in both the General Fund and the Utility Fund were pointed out, as
well as graphs showing a comparison of the budgeted with the actual expenditures
in both funds. The estimated revenue and recommended expenditures for the
fiscal year 1959-60 were carefully examined and studied by the Council.

It was noted that the percentage of tax collections was up from the
previous years, but that they were not as high as is expected in some muni-
cipalities. Means for improving the percentage of collections were discussed
briefly by the Council.

I

City Manager Fuller called the Councilts attention to several exhibits
included in the Budget. One showed graphically the amount of debt incurred,
the debt retired and the debt outstanding for 1952 through 1958, as well as a
projection of anticipated debt to be retired through 1964. A second graph
showed the property valuation, the adjusted tax rate, and the tax supported
debt of San Marcos as compared wlh eleven other Texas cities of comparable
size. This graph revealed that San Marcos is supporting a debt considerably
larger than other comparable cities while having a considerably lower assessed
property valuation and an only slightly higher tax rate.

A third exhibit graphically showed the growth of San Marcos as demonstrated
by the increasing number of utility connections in the past two years.

The Budget was ordered filed with the Clerk and the public hearing
was set for 2100 P.M. on April 8, 1959.

There being no further business, on motion made and seconded, the Council
adjourned to reconvene at 8100,A.M., Wednesday, April 8, 1959.

s.~~~I/

~fi?'
J'(, nn Hayes,

,-,
I ". / '7 J I /1/ '.
/ , . / / ,,1,/ tJ~'t---;J
W.
