M. Allen presiding: <br /> <br />Present: Mayor C. M. Allen <br />Aldermen: S. R. Beecroft <br />W. M. Davis <br />B. D. Hillburn <br />Herman Korff <br />James Tuttle <br />City Manager B. R. Fuller <br />Deputy City Secretary Joann Hayes <br />Guests: Mr. Maynard Rich <br /> <br />Mr. Maynard Rich appeared before the Council to ask that they clarify <br />their ,action of the meeting nf April 14, 1959, with respect to the tax status <br />of the house owned. by the Texas Methodist Student Movement, Inc. and used <br />as a residence hy Mr. Rich in his capacity as a minister to the Southwest <br />Texas State College students. At the meeting of April 14, 1959, the Council <br />agreed to exempt this property from taxation. Since that time some ,question <br />had arisen as to whether or not the taxes paid on this property since its <br />purchase by the Texas Methodist Student Movement, Inc. in 1956 should be <br />refunded. After considerable discussion the Council agreed to defer making <br />a decision on this matter until City Attorney Morgan could give the Council <br />his opinion. <br /> <br />Mr. Sam Lyle presented to the City deeds to two small pieces of property <br />located adjacent to Ranch Road 12 and the entrance to the cemetery. The <br />Council agreed to install a 6 inch water lin@ to Mr. Lylets property in <br />Parkplace Addition, while charging him for only a 4 inch line,ie exchange <br />for these two pieces of property. The deeds were found to be in order and <br />the City Manager was authorized to have them recorded. <br /> <br />Mr. Wallace Barber had requested that the City install a 6 inch water- <br />line to his property on Burleson Street. After a discussion of the inadequacy <br />of the water pressure in that area, Alderman Beecroft made a motion, seconded <br />by Alderman Tuttle, that a 6 inch waterline be installed to Mr. Barber's <br />property as soon as the work load would permit, if funds were available. <br />The mOcion was passed by a unanimous vote of the Council. <br /> <br />Mr. Roy Lane's contract with the City will expire in August, 1959, and <br />Mr. Lane had requested that the Council inform him as to whether he would <br />he retained in the City's employ. After some discussion, Alderman Beecroft <br />made a motion, seconded by Alderman Davis, that Roy Lane be retained as head <br />of the Sanitation Department at a salary of $425.00 plus $50.00 car expense <br />per month. Upon roll call 'the ayes ana nayes were as follows: <br /> <br />Ayes: Ileecroft <br />Davis <br />Tuttl e <br />Nayes: Hillburn <br />Korff <br /> <br />Whereupon the Mayor declared the motion passed. <br /> <br />City Manager Fuller requested that the Council give him permission to <br />be absent from the City on Thursday afternoon, May 21st. The Council unani- <br />mously agreed to grant this request. <br /> <br />City Manager Fuller called the Councilts attention to a new type of <br />street marker which could be easily read at night. The Council expressed <br />interest in this improvement and agreed that the City Manager should make <br />a survey to determine the cost of installing some of these street markers. <br /> <br />The question of moving the fire hydrant on the west side of the Square <br />to another location had been brought up at the May 12th meeting and tabled <br />
