67

SPECIAL MECtIN3 HElD ON AOOUST 4. 1959

On the 4th day of August, 1959, at 2100 P.M., the Governing Body of the
City of San Marcos met in special session, Mayor C. M. Allen presiding!

I

Present! Mayor C. M. Allen
Aldermen! S. R. Beecroft
B. D. I-lillburn
HeIman Korff
James Tuttle
City Mana,er B. R. Fuller
Deputy City Secretary Joann Hayes
Guests! Walter Buckner
Ernest Morgan
Bob Thornton
Absent: Alderman W. M. Davis

I

Mayor Allen stated the guests present had been invited to attend the
meeting and to discuss with the Council members possible plans of action the
City might pursue with respect to reactivation or use of the facilities at
Camp Gary. After considerable discussion the Council members agreed that the
City should seek the advice of their Congressional Representatives and express
to them the City's interest in the reactivation of the Camp Gary facilities and
their future use in the defense effort.
City Manager Fuller told the Council that Invitations to Bid on a new car
for the Police Department had been distributed and pUblished, but were recalled
when a dealer complained that the specifications drawn up by the City for this
vehicle excluded his company's product. He noted that several courses of action
were now left open for the City! (a) to reopen the bids with the specifications
changed, (b) to take bids on a "police special," (c) to repair and use the car
now owned by the City, (d) to bid on a station wagon which is to be sold at
Camp Gary. A comparative tabulation of the repair expenses on the cars in use
by the Police Department for the past year was presented for the Council's
consideration. After a discussion of the relatively low operating expense of
the "police special" now in use, the Council agreed to take bids on a "police
special." The 1957 Plymouth now owned by the City is to be repaired for the
City Manager's use until another car is obtained.

The City Manager read a letter received from the Fire Insurance Commission
with reference to the moving of the fire plug in front of Mr. Crowell's place
of business OD the west side of the Square. This letter stated that the removal
of this fire plug will not affect the City's fire insurance key rate as it now
is computed. The Council directed that City Manager Fuller be authorized to
make an agreement with Mr. Crowell stating, in effect, that the City would remove
this fire plug providing Mr. Crowell would reimburse the City for the expense
of the removal and provided the plug would be replaced at Mr. Crowell's expense
if its absence ever jeopardized the City's key rate.

City Manager Fuller read a letter received by the City from William J.
Graham & Son, Inc. stating that the reciprocal fire fighting agreement between
Graham and the City would be terminated as of August 31, 1959. After some
discussion the Council agreed that Mayor Allen be authorized to execute a recip-
rocal aid fire fighting agreement with the U.S. Army at camp Gary in lieu of
the prev~ous one with Wm. J. Graham & Son, Inc.

I

There being no further business, on motion made and seconded, the meeting
was adjourned.

'(\, ~)\ /I I I
'-- ~'- .l.( C
C.
