<br />) J~:L <br /> <br />SPECIAL MEETING HElD ON NOVEMBER 24. 1959 <br /> <br />On the.24th day of November, 1959, at 3:30 P.M., the Gover?ing B?d~ of <br />the City of San Marcos met in Special Session, Mayor C. M. Allen presldlng: <br /> <br />I <br /> <br />Present: Mayor C. M. Allen <br />Aldermen: S. R. Beecroft <br />W. M. Davis <br />B. D. Hillburn <br />Herman Korff <br />James Tuttle <br />City Manager B. R. Fuller <br />Deputy City Secretary Fritzie Turner <br />City Attorney Ernest Morgan <br />Guest; Tom Oliver, Attorney at Law <br /> <br />The Mayor called the meeting to order and, as a full quorum was pre- <br />sent proceeded with the first item of business. <br /> <br />The City Manager presented to the Council a detailed report on the <br />status of the right-of-way for improving RM 12 (Moore Street). Mr. Tom <br />Oliver requested permission to speak to the Council on behalf of Mrs. <br />Frank Moore who is not satisfied with the appraisal of her property. <br />After some discussion the Council informed Mr. Oliver that they Wished <br />to discuss the other property.before deciding what they could do for Mrs. <br />Moore. Mr. Oliver felt this to he satisfactory and excused himself from <br />the meeting. The Council then discussed each property owner in turn. <br />After some general discussion Alderman Korff moved that a 10% increase be <br />given to each property owner and if this is then not acceptable the matter <br />should be turned over to the City Attorney to proceed with condemnation. <br />Alderman Beecroft seconded the motion. The ayes and nayes were as follows: <br /> <br />I <br /> <br />Ayes: Beecroft <br />Davis <br />Hillhurn <br />Korff <br />Tuttle <br />Nayes: None <br /> <br />City Manager Fuller informed the Council that he had received infor- <br />mation from the Highway Department that additional right-of-way will he <br />needed from Smith Avenue north on Blanco Road to the Cemetery. The Coun- <br />cil agreed to pay on the basis of$2500 per acre for this property. The <br />Council instructed the City Manager to write a letter to each property <br />owner informing them of the increase and setting a deadline of December <br />4, 1959 for their decision. <br /> <br />The City Manager gave an oral report on the proposed sites for the <br />Hopkins Street Bridge. The four sites were presented and fully discussed. <br />The sites were; Site A, Hutchison Street (present wooden bridge site) cost <br />$37,700; Site B, approximately midway between Hutchison and Hopkins cross- <br />ing the river on a diagional cost $52,200; Site C at end of Hopkins Street <br />parallel with M.P. railroad bridge, cost $52,200; and, Site D end of Hop- <br />kins titreet cost $39,700. These cost estimates do not include earth fill <br />on approaches. <br /> <br />I <br /> <br />After discussion it was the unaminous decision of the Council that <br />the City Manager proceed with further planning on Sites C and D and the <br />M.P. Railroad be contacted for permission to use a portion of their right- <br />of-way for the bridge crossing. <br /> <br />The City Manager report,ed that the Sports Car Racing Association of <br />San Antonio has now established a charitable corporation which will spon- <br />sor their races, with 100% of the net proceeds going to charity. In the <br />event their races are held at Camp Gary they would like for the Council <br />to know that the City of San Marcos will be asked for no contribution, <br />
