Pryatel <br />and others. <br /> <br />The Mayor Pro-Tem called the meeting to order at 5:30 p.m. <br /> <br />The Council canvassed and certified the votes from the May 2, 1981 <br />Special Runoff Election. <br /> <br />Mr. Stokes introduced for consideration an Ordinance, the caption <br />which was read as follows, but which was read in its entirety: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS CANVASSING RETURNS AND DECLARING THE <br />RESULTS OF THE RUNOFF ELECTION FOR THE PURPOSE OF <br />ELECTING COUNCIL MEMBER, PLACE 3 AND COUNCIL MEMBER, <br />PLACE 4 ON THE SAN ~RCOS CITY COUNCIL HELD ON MAY 2, <br />1981; AND DELCARING AN EMERGENCY. <br /> <br />Mr. Stokes directed that Tess Norris and Ed Tarbutton's names be de- <br />leted from the Ordinance as they were not present for the canvassing <br />of the returns. Mr. James moved to adopt the Ordinance and Mr. Brown <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Stokes issued Certificates of Election to the newly elected Council <br />Members, John A. Krezmer and Elida Mendez; and City Secretary Janis <br />Womack administered the Oaths of Office to the new Council Members. <br /> <br />Mayor Pro-Tem Stokes then turned the gavel over to Council Member <br />Robert L. Cavazos, who on March 9, 1981, was designated to be the <br />representative of the Council in the absence of a Mayor or Mayor <br />Pro-Tem. <br /> <br />Mr. Cavazos introduced for consideration the election of a new Mayor <br />Pro Tempore. Mr. Brown nominated Berry James for Mayor~Pro Tempore <br />and Mr. Kreczmer seconded the motion. Mr. Cavazos asked if there <br />were any further motions, and Mrs. Mendez made a motion to table <br />the election of the Mayor Pro Tempore until all Council Members <br />were present (Mrs. Norris was not present), and Mr. Cavazos second- <br />ed the motion. On roll call the following vote was recorded: <br /> <br />AYE: Cavazos and Mendez. <br /> <br />NAY: Brown, James and Kreczmer. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed. Mr. Cavazos reiterated the nomination of Berry <br />James for Mayor Pro Tempore and on roll call the following vote was <br />recorded: <br /> <br />* Not present at May 4, 1981 Meeting. <br /> <br /> <br />
