34 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN ~LARCOS, TEXAS, ~Y 4, 1981 PRESENT: Mayor Pro-Tem John J. Stokes Council Members Karl W. Brown Robert L. Cavazos Berry R. Womack Barbara Edwards George Boeker Also Present: Jerri Martin, Mrs. John Kreczmer, Vicki Martin, Augustin Lucio, Jr., Dr. Kenneth Long, Nina Pryatel, W. B. Pryatel and others. The Mayor Pro-Tem called the meeting to order at 5:30 p.m. The Council canvassed and certified the votes from the May 2, 1981 Special Runoff Election. Mr. Stokes introduced for consideration an Ordinance, the caption which was read as follows, but which was read in its entirety: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS CANVASSING RETURNS AND DECLARING THE RESULTS OF THE RUNOFF ELECTION FOR THE PURPOSE OF ELECTING COUNCIL MEMBER, PLACE 3 AND COUNCIL MEMBER, PLACE 4 ON THE SAN ~RCOS CITY COUNCIL HELD ON MAY 2, 1981; AND DELCARING AN EMERGENCY. Mr. Stokes directed that Tess Norris and Ed Tarbutton's names be de- leted from the Ordinance as they were not present for the canvassing of the returns. Mr. James moved to adopt the Ordinance and Mr. Brown seconded the motion, which passed unanimously. Mr. Stokes issued Certificates of Election to the newly elected Council Members, John A. Krezmer and Elida Mendez; and City Secretary Janis Womack administered the Oaths of Office to the new Council Members. Mayor Pro-Tem Stokes then turned the gavel over to Council Member Robert L. Cavazos, who on March 9, 1981, was designated to be the representative of the Council in the absence of a Mayor or Mayor Pro-Tem. Mr. Cavazos introduced for consideration the election of a new Mayor Pro Tempore. Mr. Brown nominated Berry James for Mayor~Pro Tempore and Mr. Kreczmer seconded the motion. Mr. Cavazos asked if there were any further motions, and Mrs. Mendez made a motion to table the election of the Mayor Pro Tempore until all Council Members were present (Mrs. Norris was not present), and Mr. Cavazos second- ed the motion. On roll call the following vote was recorded: AYE: Cavazos and Mendez. NAY: Brown, James and Kreczmer. ABSTAIN: None. The motion failed. Mr. Cavazos reiterated the nomination of Berry James for Mayor Pro Tempore and on roll call the following vote was recorded: * Not present at May 4, 1981 Meeting.
