<br />~~ <br /> <br />SPECIAL MEETING HELD ON W~y 31. 1960 <br /> <br />On the 31st day of May 1960, the Governing Body of the City of San <br />Marcos met in Special Session at 3:00 P.M. in the ~ity Hall, Mayor C. Searcy Smith, Ross Arnold, Ed Cape, <br />Elizabeth Kennard, Rylander, Craddock, White <br />and others <br /> <br />Present: <br /> <br />Mayor <br />Aldermen: <br /> <br />The Mayor explained that the purpose of the meeting was to dis- <br />cuss a Sllinmer water rate -schedule with representatives of the Mountain <br />Laurel Garden Club, the Garden Club having presented a petition at the <br />May 10th meeting requesting such a summer water rate. <br /> <br />The Mayor called on the City Manager to give a report regarding <br />the bonded indebtedness, the income and expenses of the water department. <br />The matter was discussed by the members representing the Garden Club and <br />the City Council. An analysis of the water rate schedule was presented <br />for discussion. It was the unanimous decision of the group that it seemed <br />impractical to establish a summer rate until the income from the water <br />department had been substantially increased as a result of additional <br />users. The Council advised the group that the matter would be considered <br />next year in an effort to give a summer rate. <br /> <br />I <br /> <br />The Mayor advised the Council that he had attended the annual <br />Junior Chamber of Commerce banquet and that the City had been presented a <br />Certificate of Appreciation by the local chamber and the United States <br />Junior Chamber of Commerce. The Council directed that the local Jaycees <br />be notified of their appreciation. <br /> <br />The Mayor asked that some of the Council attend the Institute <br />for Mayor's, Councilmen, etc. to be held in Austin. <br /> <br />The City Manager again suggested that the Council consider <br />establishing a planning council. The matter was deferred to be discussed <br />later. <br /> <br />The City Manager advised the Council that Mr. Charles Granger, <br />graduate city planner, of Austin had been employed to assist in making a <br />practical, useful plan for the west bank of the San Marcos River. The <br />compensation to be in keeping with the actual cost of the work done, but <br />in no event to exceed $750.00 and the City to receive full credit if <br />additional work is authorized and this plan is included in the overall <br />cont ra ct. <br /> <br />The Council decided not to purchase 5 of the $1,000 Waterworks <br />Improvement Bonds of 7-1-53 which was offered by Raucher, Pierce & <br />Company, Inc. of San Antonio to yield about $3.90. <br /> <br />I <br /> <br />A request from Mr. Wynn for a special meeting to discuss the <br />transferring of the San Marcos Cemetery to his organization for per- <br />petual care was denied and the Council asked Mr. Wynn to meet with them <br />at the regular meeting on June 14th. <br />
