<br />~~ <br /> <br />SPECIAL MEETING OCTOBER 3, 1961 <br /> <br />On the 3rd day of October, 1961, at 8:30 o'clock in the <br />morning, the Governing Body of the City of San Marcos met in Special <br />Session in the City Hall, Mayor C. M. Allen presiding. <br /> <br />I Present: Mayor C. M. Allen <br /> Alderman B. D. Hillburn <br /> Herman Korff <br /> Kenneth Sutton <br /> J. E. Younger, Jr. <br /> City Manager B. R. Fuller <br /> Absent: Alderman Reuben Ruiz <br /> <br />The Mayor explained that the meeting had been called as a <br />result of a conference between the City Manager and Mr. Travis Long, <br />Expressway Engineer for District 14 of the Texas Highway Department, <br />in which Mr. Long had explained to the City Manager that there was <br />a possibility that the City would be assessed for a portion of the <br />drainage cost for storm and surface drainage on that portion of the <br />City which drained toward the expressway and was 150 feet behind <br />the right of way line. <br /> <br />I <br /> <br />The matter was thoroughly explained by the City Manager <br />and the members of the Council carefully considered the problem from <br />all possible implications. It was the opinion of the Council that <br />this matter should have been decided when the improvements to Inter- <br />state 35 were being considered and during the public hearings. <br />Alderman Sutton introduced a resolution and moved that it be app- <br />proved and a copy sent to the Highway Department. The motion of <br />adoption was seconded by Alderman Korff and upon roll call the ayes <br />and nays were: <br /> <br />Ayes: Allen, Hillburn, Korff, Sutton and Younger. <br /> <br />Whereupon Mayor Allen declared the Resolution passed and approved <br />and directed the City Manager to forward it with a covering letter <br />from the Mayor to the Hiway Department. <br /> <br />The City Manager presented the figures for doing the <br />work at the Federal Building discussed at previous meetings. The <br />work consisted of a curbing along the east side of Fredericksburg <br />Street, repairs to the street damage as a result of the water being <br />discharged from the Federal Building drain and the necessary piping <br />to carry the discharged water under ground to the river. The City <br />Manager's estimate for the total work was 13,493.36 as of the 3rd day <br />of October, 1961. It is assumed that there will be additional street <br />damage as long as the condition continues to exist. Upon motion of <br />Alderman Sutton, seconded by Alderman Korff and approved unaminously, <br />the City Manager's estimate was accepted and order forwarded to the <br />General Service Representative for immediate action. Congressional <br />representatives to be notified if there was not action taken by GSA. <br /> <br />I <br /> <br />The City Manager explained to the Council the need for <br />additional space and presented a plan for revising the office area <br />utilizing the apartment over the office space for a portion of the <br />work and also as a storage area. The matter was thoroughly consi- <br />dered by the Council and unaminously approved with a budget appro- <br />priation from the Unappropriated Surplus in the Budget in the amount <br />of $1,000.00 <br /> <br />There being no further business, the Council, on Motion, <br />adjourned at 9:10 A.M. <br /> <br />? <br />
