Worrell <br />Guest 1 ~rs, Jerri Veidt <br /> <br />The Mayor Pro-Tem called the meeting to order at 1130 o'clock p.m. <br />He read the two items for which the Special Meeting was called 1 <br /> <br />1. Reassignment of certain personnel duties <br />2. Pay adjustment for Police and Fire Department personnel <br /> <br />and introduced the first item for discussion. <br /> <br />I <br /> <br />The City Manager said that one man was presently filling the positions of <br />Building Inspector, Plumbing Inspector and Fire Marshal. In order to equalize <br />the work load, the City Manager proposed transferring the duties of Plumbing <br />Inspector to the Superintendent of utilities, where the responsibility <br />would more naturally fall. Aldenlan SWift asked whether Council action were <br />necessary. The City Manager explained that the Inspector must be registered <br />with the Plumbing Board, and, therefore, official action MUst. be taken. The <br />proposal was thoroughly discussed. It was brought out that this would not <br />place an undue burden on the Water SUperintendent. AIderllan stokes moved that <br />the Water Superintendent be assigned the additional duty of Plumbing Inspector. <br />AldeIlllan Ruiz seconded the motion, which passed unanimously. <br /> <br />I <br /> <br />The second item of business, "Pay Adjustment for Police aQd Fire Department <br />Personnel" was introduced by Aldellhn SWift, who referred to the MellorandUIR <br />which had been prepared by the City Manager and delivered to Council Bembers <br />for study in advance of the meeting. The budgetary aspectQ of making pay <br />adjustments in the Police and Fire Departments was discussed at length. This <br />led to a general discussion of expenditures, as estimated in the annual budget, <br />and actual disbursement up to the present date. The proposed pay increases <br />were estimated at approximately $3000 for the balance of the fiscal year. <br />Alderman Ruiz, in referring to the personnel policy recommendations stated in <br />the MemorandUIR, said. "I have read this five times. I think they're very good, <br />Mr. Fuller. If we adopt this, I think our problems will be solved.H <br />Alderman Stokes said. "I consider this to be the beainninq of a personnel pOlicy. <br />Mr. Fuller has been too busy to prepare a complete plan on this short notice.c <br />I consider a personnel poli.cy an absolute necessity. The only reason we're here <br />today is because we have a problem." Mayor Pro-Tem Younger said. "l'he only <br />objection I have to a Civil Service type of thing is that I think a man ought <br />to be graded for effiCiency every month". Alderman Ruiz asked the City Manager <br />if he recollllllended the adoption of the pay raises as presented. The City Manager <br />said he regarded it as a temporary measure until a complete personnel program <br />could be adopted. Alderman Ruiz moved that the pay raises for the Police and <br />Fire Departments be granted as listed, leaving the adoption of a personnel plan <br />until a leter date. Alderman stokes seconded the motion. Alderman Swift offered <br />a counter motion to table the motion. There being no second to AldeIllllln SWift's <br />counter motion, the Mayor Pro-Tem asked for a roll call vote on the original <br />motion, which resulted as follows. <br /> <br />AYE.
